An adjourned meeting of the Council of the City of Fort Collins was held on
Tuesday, April 26, 1994, at 6:15 p.m. in the Council Chambers in the City of Fort
Collins City Hall. Roll call was answered by the following Councilmembers:
Councilmembers Apt, Azari, Horak, Janett, Kneeland, McCluskey and Smith.
Staff Members Present: Burkett, Krajicek and Roy.
Review the Report of the Engineering
Department Concerning the Schedule for the
Choices 95 Shields Street Improvement Projects, Adopted Option B.
The following is staff's memorandum on this item.
"EXECUTIVE SUMMARY
At Council's April 19, 1994 meeting, the staff was directed to delete the right
turn lanes at Laurel, Elizabeth, and Prospect from the Shields Street projects
and proceed with the construction of the remaining improvements. At that
meeting, staff advised Council that the redesign of the project based on the
elimination of the right turn lanes might delay the project by as much as two
months. Council directed staff to review the project construction schedules and
report back to Council on April 26.
The Engineering Department has prepared the report Council requested, outlining
the options for proceeding with construction in either 1994 or 1995. The report
also discusses the pros and cons of the various options."
Director of Engineering Gary Diede briefly explained scheduling options for the
Shields Street project. He stated one option was to stay on the current schedule
and receive incoming bids. He reported redesigning the project would take an
additional six (6) weeks and felt redesigning the project as the bidding
continues was the best choice.
Councilmember Apt made a motion, seconded by Councilmember Horak, to adopt Option
2. The vote on Councilmember Apt's motion was as follows: Yeas: Councilmembers
Apt, Azari, Horak, Janett, Kneeland, McCluskey and Smith. Nays: None.
THE MOTION CARRIED.

OTHER BUSINESS
Mayor Azari asked Council to advise staff if they plan to attend the annual
Colorado Municipal League conference. She reported the Governance Committee is
investigating the use of mail ballots for the next City election.
Councilmember Horak stated he wanted to see an analysis of the mail ballot
election for Poudre Valley Hospital to see how it was received from the citizens
and what issues were raised.
City Clerk Wanda Krajicek stated she was directed to plan for a mail ballot
election for the April 1995 election. She spoke of budget and timeline issues
for making a decision.
Councilmember McCluskey spoke of the potential increase in voter participation
with a mail ballot election. He stated the Governance Committee could analysis
the outcome of the hospital election and could investigate issues raised.
Councilmember Apt stated the committee needs to explore how to prevent fraud.
Councilmember Horak expressed concerns regarding the accuracy and validity of a
mail ballot election.
Mayor Azari clarified that staff should continue to prepare potential Charter ,
amendments that would enable a mail ballot election in April of 1995. Staff will
provide information on the Poudre Valley Hospital mail ballot election process
and results.
Councilmember Smith spoke of a public outreach meeting he and Councilmember
McCluskey recently held for Districts 2 and 3 and spoke briefly of issues
discussed. He spoke of a list of comments he provided Council and staff from
residents who attended the meeting. He suggested holding a public meeting
addressing the concerns regarding the Harmony Corridor.
Councilmember Kneeland requested information from staff regarding the current
language in the Harmony Corridor's Comprehensive Plan.
Councilmember McCluskey stated staff did not believe that the proposed Walmart
superstore was appropriate under the corridor's guidelines. He expressed the
importance of holding an outreach meeting to reexamine plans for the Harmony
Corridor.
Councilmember Horak spoke of the importance of not hearing testimony on specific
proposals which are under review by the City because of the possibility it may
be appealed.

' City Manager Steve Burkett clarified the preliminary analysis on the Walmart
superstore indicates that it is inconsistent with the corridor plan at that site,
but may be consistent with the plan at another site within the corridor.
Councilmember Apt reported that he recently attended a CSU Student Senate
meeting, and was asked if the City could help fund the Environmental Learning
Center. He requested information regarding funding information for the
Environmental Learning Center.
