Adjourned Meeting - 6:30 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on Tuesday, November
29, 1994, at 6:30 p.m. in the Council Chambers of the City of Fort Collins City Hall. Roll Call
was answered by the following Councilmembers: Apt, Azari, Janett, Kneeland, and McCluskey
and Smith. Councilmember Absent: None.
Staff Members Present: Jones, Krajicek, Roy.
Resolution 94-194
Making an Appointment to Fill the Vacancy for
Councilmember for District 6 on the Fort Collins City Council,
Adopted, Charles Wanner Appointed.
' The following is staff's memorandum on this item.
"Executive Summary
Ten individuals applied for the District 6 Council vacancy prior to the November 16 deadline.
applicants were: G.T. "Ted Anderson -Newton, Gino Campana, John Gascoyne, Christopher
Kavanaugh, Richard Manges, William Miller, Ronald Rutz, Dennis Stenson, Charles Wanner,
and Karen Weitkunat.
After reviewing the applications and conducting interviews on November 28, the City Council
scheduled this meeting to select one applicant to rill the Council vacancy. Council will need to
decide which applicant should be appointed and then adopt this Resolution to formalize the
appointment to fill the vacancy created by the October 28 resignation of Councilmember Gerry
Horak. The person appointed will serve until the April 4, 1995 City election, when the District
6 voters will elect a representative for a new four year term.
The Charter requires Council to make the appointment no later than December 12, within 45
days of the effective date of the resignation. "
Mayor Azari stated that Councilmembers had held televised thirty minute interviews with each
of the nine applicants for the District 6 vacancy on, Monday, November 28. She stated one

applicant, Ted Anderson -Newton had withdrawn his name from consideration. She thanked each '
applicant for their time and effort and stated the field of applicants had been outstanding.
Mayor Azari stated each applicant present would have an opportunity to make a two -minute
statement in response to the question: "Why do you want to serve on City Council?'
The following applicants spoke in response to the above question:
Karen Weitkunat, 1513 North College Avenue
Charles Wanner, 1242 West Mountain
Christopher Kavanaugh, 1512 Westview Avenue
William Miller, 322 Scott Avenue
Gino Campana, 1404 West Mountain Avenue
Dennis Stenson, 2820 West Elizabeth
John Gascoyne, 718 West Mountain Avenue
Richard Manges, 1202 Laporte Avenue
John Arnolfo, owner of the Silver Grill Cafe, 218 Walnut, spoke on behalf of Charles Wanner
and stated he believed Mr. Wanner would be a strong and active voice for the downtown and
District 6.
Elizabeth Nance, 209 So. Sherwood, encouraged and supported the appointment of Dennis '
Stenson for the District 6 vacancy.
Carey Hewitt, 1912 Navajo Dr., voiced his support for Charles Warmer.
Gary Carnes, 2950 Querida, supported Dennis Stenson and stated he would represent District 6
well.
Mike Hauser, Executive Director, Fort Collins Chamber of Commerce, stated the Chamber had
interviewed approximately half of the applicants for the District 6 vacancy and was
recommending that Councilmembers give serious consideration to Dick Manges, Gino Campana
and Karen Weitkunat,
Mayor Azari described the straw poll process to be used to determine which applicants
Councilmembers are willing to support. She stated formal motions would follow.
Following a show of hands, applicants with at least three members supporting them were:
Manges, Weitkunat, Miller, and Wanner.

' Mayor Azari stated that since the field had been narrowed, Councilmembers could concentrate
its discussion on the four remaining applicants.
After discussion, Councilmember Janett made a motion, seconded by Councilmember Smith to
adopt Resolution 94-194, inserting the name of Charles Wanner. The vote was as follows: Yeas:
Councilmembers Apt, Azari, Janett, Kneeland and Smith. Nays: Councilmember McCluskey.
THE MOTION CARRIED.
