Re: May 26, 2009 City Council Work Session Summary - 2010/2011 Budget
The City Council Work Session on Tuesday, May 26, was held at the Lincoln Center. Council
members in attendance include Mayor Doug Hutchinson, Mayor Pro Tem Kelly Ohlson, Ben
Manvel, Lisa Poppaw, Aislinn Kottwitz, Wade Troxell and David Roy. The topic of discussion
was the 2010/2011 budget. City Council provided feedback to staff from each of the seven
budget result areas about the draft Request for Results (RFR). Following is a recap of the
direction that applied to all Results Teams:
• List the subject matter experts with whom they met, or other resources used, to help in
the creation of their RFR in the Notes section of the RFR.
• List the major City plan(s) related to their outcome area in the Notes section of the RFR.
• Include purchasing strategies that address sustainability, customer service and innovation.
These three themes need to be customized to reflect the unique aspects of the outcome
area.
• Notate on results maps when secondary causal factors apply to more than one primary
factor.
• Include Front Range Community College in all appropriate references where CSU is
specifically referenced as a partner.
During the discussion, several other items were identified that require staff follow-up:
• Create summary report that compares past indicators and purchasing strategies from the
last BFO process with the current process.
• Share ongoing performance measures and BFO indicators with Boards and Commissions.
• Report on what we are doing regarding dark skies initiative.
• Revisit the dangerous animal ordinance.
• Consider changing the budget process to an off -election year cycle.
Council members also provided feedback that was specific to individual RFRs. Following is the
summary of those comments:

Economic Health
• Discussion on whether sales tax should be an indicator of economic health for the
community, or if it applies only to financial health of the City.
• Purchasing strategies 1-4 may be redundant. Revisit if customer service needs to be in
two purchasing strategies (1 and 8).
• Not comfortable calling out one group (retirees) in the purchasing strategy.
• Consider adding the Poudre River/other environmental assets as part of the sustainability
measure for economic health.
• Add DBA to the partners list.
Environmental Health
• Update the reference to the 2003 Water Supply and Demand Management Policy.
• Update the reference to the Storm Water master plan and current revisions that are
underway.
• Clarify that the inclusion of Parks, Cemeteries & Golf Courses as Open Lands is only
relative to green initiatives.
• Make reference to recycling in the map, purchasing strategy, etc.
• Efforts related to green building & the built environment should come to this result area.
• Edit purchasing strategy #1 so that it reads "...continuous process improvement."
Neighborhood Livability
• Purchasing strategy 6 — add in faculty and more broad based students
• Railroad noise study offer/implementation should come to Neighborhoods; consider
adding a purchasing strategy regarding noise in general that could also address barking
dogs, etc.
• Update the purchasing strategy for the HOA database to include the feedback on the
purpose of why this is being developed.
Safe Community
• Discussion was held about whether purchasing strategy regarding programs that enhance
people's feeling of safety is appropriate. Consider adding clarifying language that
programs should improve safety and enhance feelings of safety.
• Revisit indicator 7 regarding Stormwater. This indicator may not be best practice in
terms of where Stormwater is heading.
• Need to be more specific regarding the types of Human Services that fall in Safety versus
Neighborhood Livability.
• Partnerships should include PVHS.
Cultural and Recreational Opportunities
• Revisit the way that your sub -bullets are listed under each purchasing strategy.
• Your Notes section is very different than the other RFR's. That's alright, just please also
address the global comments listed above.
• Expand purchasing strategy 3 that emphasizes partnerships related to the Uniquely Fort
Collins Cluster — i.e. Beet Street, Breweries, Arts and Culture
• Results Map — quality facilities — add parks and trails

• Discussed specific projects, including Mason Corridor and 392-I-25

• Comments reflected feedback that applied to all teams (see above)
• GERP enhancement offer needs to be a separate offer
