SUBJECT: May 12, 2009 Work Session Summary - Transit Strategic Plan Update
This memorandum summarizes the May 12, 2009 Work Session regarding the 2009 Transit
Strategic Plan.
Council Members Present:
Mayor Doug Hutchinson, Mayor Pro Tem Kelly Ohlson, Councilor David Roy, Councilor Wade
Troxell, Councilor Lisa Poppaw, Councilor Aislinn Kottwitz.
Staff Present:
Darin Atteberry, City Manager; Jeff Scheick, Planning Development and Transportation
Director; Marlys Sittner, Transfort/Dial-A-Ride General Manager; Kurt Ravenschlag,
Transfort/Dial-A-Ride Assistant General Manager.
Direction Sought from Council:
Does Council need any additional information before action is requested on July 7?
Council Feedback and Key Discussion Points:
• Ensure that various entities such as ASCSU and Larimer County are involved in this
study and any additional studies regarding regional transit service.
• Look at providing connections to CSU campus from east of College Avenue.
• Ensure ridership forecasts are included in the Transit Strategic Plan for the three phases
of expansion.

• Provide breakout information on how sister cites (as identified in the presentation) fund
their transit services; i.e. sales tax, property tax.
• If a feasibility study is held to examine the recommended governance and creation of a
regional transit provider, ensure it addresses accountability from the governing board
members, and how there could be differentiation between communities in terms of
investment made to avoid gaps in service throughout the region.
• The City Manger will meet with Transfort staff to ascertain if it is feasible to ask Council
to adopt the Transit Strategic Plan on July 7, 2009.

Re: Work Session Summary — May 12, 2009 —Downtown Entertainment
District and Draft Sound Standards
Council (members Hutchinson, Roy, Poppaw, Troxell and Kottwitz) provided Staff
(Diane Jones, Jeff Scheick, Steve Dush, Matt Robenalt, Ted Shepard, Polly
Lauridsen, Ginny Sawyer and Jeremy Yonce) with the following direction:
Council agrees with the fundamental concept of the Downtown Entertainment
District and that any concert venue that seeks the benefit of the higher sound
levels afforded by the Draft Sound Standards would be restricted to this area. A
sound demonstration on the Oxbow site that closely, simulates live music shall
take place for the benefit of the residents of the Buckingham neighborhood.
Bohemian Foundation agrees with this approach.
Concert venues should be held to strict performance standards so that maximum
permissible sound levels are not exceeded. This may require careful
consideration of building orientation, building mass, and other techniques. In
obtaining data on sound levels, the use of a controlled sound studio should be
considered.
The concept of long term vesting for a properly commissioned venue is
supported but depends on the maximum permissible sound levels being carefully
researched and supported by data and not arbitrary. Staff shall continue a
comprehensive public participation process and particularly include those citizens
most affected. Other communities should be researched. Staff should be aware
that issues associated with sound are inherently subjective. The work plan is
reasonable.
Staff and D.D.A. will soon announce that a classroom session(s) on sound and
acoustics will be offered. A report on our data gathering on live music sound
levels will be provided this Fall after the concert season.
