Adjourned Meeting - 6:30 p.m.
An adjourned meeting of the Council of the City of Fort Collins was held on Tuesday, November
24, 1998, at 6:30 p.m. in the Council Chambers of the City of Fort Collins City Hall. Roll Call was
answered by the following Councilmembers: Azari, Bertschy, Byrne, Kneeland, Mason, Smith and
Wanner.
Staff Members Present: Fischbach, Krajicek and Roy.

Adopting and Determining the Effective Date of the
District -Precinct Map for the 1999 Regular Municipal
Election to November 24,1998, Adopted on Second Reading
The following is staffs memorandum on this item.
"Executive Summary
This Ordinance adopts the District -Precinct Map for the 1999 regular municipal election for the
purposes of(l) determining the eligibility forDistrict Council offices for the April6, 1999 election;
(2) determining eligibilityfor any interim appointments to fill any District Council vacancies which
may occur after December 4, 1998 and before adoption of a District -Precinct map for the 2001
regular municipal election; and (3) determining residency for voting in any special municipal
election conducted after December 4, 1998, except for any special municipal election held in
conjunction with a Larimer County Consolidated or General Election.
This Ordinance has been amended on Second Reading to reflect a change in the recommended
adjustment to the Council District boundaries. Adoption of this Ordinance will cause Precincts 56
and 57 to be moved from Council District No. 3 to Council District No. 2. Due to the change
following First Reading of the Ordinance, notices of the amended redistricting proposal were
published at least 14 and 10 days prior to hearing on Second Reading.
BACKGROUND:
Following adoption of this Ordinance on First Reading on November 3, staff discovered that the
proposed amendment to the District boundaries, which consisted of moving City Precinct No. 41

from District No. 3 to District No. 2, would result in the division of County Precinct No. 5915.
Section 7-66 of the City Code requires that, insofar as practicable, boundaries of election precincts
in the city shall correspond with election precincts established by the County. Although it may be
possible to divide County Precinct No. 5915, the portion that was proposed to be moved does not
contain enough registered voters to achieve the proportional division of registered voters between
the districts as required by the City Charter.
The amended redistricting proposal is consistent with the provisions of the City Charter and City
Code and achieves the required proportional division of registered voters between the districts.
Thefollowing table shows, by District, the number ofregistered electors for the April 1997 election
(provided for the purpose ofgrowth comparison), the number ofregistered electors as of September
24, 1998, and the number of registered electors following the amended boundary adjustment
recommended by the City Clerk.

Following adoption on the Ordinance, District 6 will contain the lowest number ofregistered voters
(12,724), which is 90.79% of the number of voters in the highest district, District 2 (14,105). "
Councilmember Mason made a motion, seconded by Councilmember Bertschy, to adopt Ordinance
No. 203, 1998 on Second Reading. The vote on the motion was as follows: Yeas: Councilmembers
Azari, Bertschy, Byrne, Kneeland, Mason, Smith and Wanner. Nays: None.
THE MOTION CARRIED.

Executive Session Authorized.
Councilmember Smith made a motion, seconded by Councilmember Kneeland, to adjourn into
Executive Session to discuss personnel matters. The vote on the motion was as follows: Yeas:
Councilmembers Azari, Bertschy, Byrne, Kneeland, Mason, Smith and Wanner. Nays: None.
THE MOTION CARRIED.
The meeting reconvened following the conclusion of the Executive Session.
The meeting adjourned at 11:05 p.m.
