D, 1914 the following proceedings were had. Present Commissioner Clamor, Armitage and Edwards, City Atty. Frank J. Annis. Mr. Herbert Swett presented a petition asking certain land be vacted as street and alley, on Montion same was referred to the City Attorney and the Commissioner of Public works . On motion of Commissioner Edwards seconded by commissioner Armitage the invita- tion of the G. A. R. was accepted for Decoration Day. Om motion of Commissioner Armitage the rates of the Jesse Harris Offices on Walnut Street were all changed to $ 2.00 per quarter and hereafter the City would look to Jesse Harris for payment of same* seconded by commissioner Edwrde, Roll being called resulted as follows. Ayes Commissioner Clammer, Armitage and Edwrds$ Nays none the President declared the motion adopted. On motion the petition for the cross walk to be changed to a different grade on Howes Street on east side at Myrtle was refrred to the Commissioner of Public Works. Moved by commiasione,r Armitage that the Commissioner of Finance be instruoed to purchase 3 three inch.check valves and 1 four inch check valve, same sevonded by commissioner Edwards, Roll being called resulted As follows. Ayes Commissioner Clammer, Armitage and Edwards. Nay none. The president declared the motion adopted. Moved by commissioner Armitage and seconded by commissioner Edwards that the follow- ing resolution be adopted, Resolution Reolved that the Commissioner of Public Works be and hereby is authorized to call a meeting of Citizens representing the owners of Paving Districts , for the purpose of furnishing full information respecting the proposed cost of paving and further to give to said citizens an opportunity to express their opinions concerning the matter bef re any petitions are circulated and further that the City Engineer is requested to lend his aid at these meetings. Roll being called resulted As follows. Ayes Commissioner, Clammer, Armitage and Edward Nays none. The president declared the resoluion adopted. Commissioner Armitage presented the following resolution and moved its adoption same seconded by commissioner Edwards. Resolution. Resolved by the City Council that the following "specifications for sidewalk, curb and . Gutter be and the same is herby adopted to govern the City Engineer in the acceptance of stone Sidewalk, Curb or Gutter hereafter constr oted'in the City of Fort Collins. Stipulations. The stipulations for stone sidewalk, curb and gutter shall be the same as those given for concrete sidewalk, curb and gutter and are a part of the said speci- fications. Grading. No stone shall have over one fourth inch protuberance on the top surface. Foundation. The foundation must extend at least six inches beyonf the edge of the finished walk and shall be prepared by one of the following methods. Fiast method. Any one of these following may be used in the base , hard and course cinders slag sand and gravel or crushed stohe. In no case is the diameter of the stone gravel or slag to exceed two inches. .When any of the above are used a bed must be prepal which is to be at least four inches deep after being thoroughly tamped. No stone ontshall be less than five e the approach stone orinimaking the n -ength ttturn at aless it s finishing used in corners, No out a curb joining shall be less than eighteen inches in depth and have a uttifom width of five inches. 556 Records of the City Council, 4th Day of May 1914 191 The area of the bottom of the stone shall not be less than the dressed area of the top . Dressing Stone. The Curbing shall be bush or peen hammer dressed on top and the top front edge shall be out rounding. The top shall have slope of one eight on an Inch toward face. Both the top and front face shall have true plane faces free from bends and twists or depression of any kind to exceed one fourth of an inch. All the joints shall be chiseled for the full width of five inches across the curb and to a depth of two inches from the top. There shall be no projections beyond the chiseled portion for at least twelve inches below the top of the curb. All joints shall be close fitting on face and top and in no case shall there be over one half inch between the stones. Placing Curb. All curbing shall be set, upon a four inch concrete base of the following proportion one part of cement to three parts of sand and five parts of gravel. The concrete must extend to a height on the back face of four inches and on the front face of three inches. The curb stone must be set before the concrete base reaches its initial set. All joints shall be filled with some standard binder. If concrete is used it must be of the proportions given for stone sidewalks. ALl curbs must have a slope of one inch to the foot from the gutter back toward the sidewalk. Stone Gutters. Dimensions. All stone must conform to the above in character. Each stone must be four inches deep and not less than four feet long . All gutters on one hu hundred foot and one hundred forty foot streets shall be thirty inches wide and on all other streets they shall be twenty four inches .ride. All gutters must b laid upon a four inch base as specified for stone sidewalks. All stone must fitted so there is no joint over one half inch , the outer edge shall be trim— med to a line. The laying of the stne shall be done as specified under stone sidewalks. The joints shall be filled in a like manner. Expansion Joints. Expansion joints of one half inch in width should be left at every fifty foot interval. The joint to extend at right angles to the walk and to extend the full width of the walk. Said joint is to be left open. Roll being called resulted as follows. Ayes Commissioner. Clammer, Armitage and Edwards . Nays none. The president declared the resolution adopted. Moved by Commissioner Armitage that the following ordinance be put on final passage. Same seconded by commissioner Edwards Ordinance No.S, 1914. " Amending Section 2 Of Ordinance No. 18, 1889, Relating to Disorderly Conduct" Roll being called resulted as follows, Ayes Commissioner Clammer,'Armi age and Edwards. Nays none. The President declared the Ordinance duly adopted. Moved by commissioner Edwards that the following ordinance be put on final passage. Ordinance no. 6. 1914. " PROVIDING FOR THE ISSUANCE OF LICENSES FOR LAYING CONSTRUCTING OR RECONSTRUC TING CEMENT SIDEWALKS AND DRIVEWAYS AND PROVIDING FOR A BOND TO BE EXECUTED FOR SUCH LICENSES FOR THE SUSPENSION OR REVOKING OF LICENSES AND PROVIDING PENALTIES FOR THE VIOLATI0N THEREOF" Roll being called resulted as follows. Ayes Commissioner Clammer, Armitage and Edwards. Nays none. The President declared the ordinance duly adopted, Moved by Commissioner Armitage that the following ordinance be put on final passaged Ordinance no. 7. 1914 "AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF ELECTRIC METER INSPECTOR FIXING SALARY AND PROVIDING FOR THE TESTING OF ELECTRIC METERS." Roll being called resulted as follows. Ayes Commissioners Clammer, Armitage and Edwards. Nays none. The President a lared the ordinance duly adopted. Whereupon Council Adjourned. President. Attest ---- City Clerk SPEC PASSED != ADOPTED FICATIONS FOR C1 ---------------- IONS FOR STOTM S 1.0 1914, AND AND GUTTER; PART OF SPECi- R, AS ADO?tM m_ - City of Tort Collihs, Colorado Stipulations ' The stipulations for stone sidewalk, curb and gutter shall be the same as those given for concrete sidewalk, curb and gutter and are a part of,.the said specifications. Grading All grading must be done as specified for concrete sidewalle curbe and gutters. But when the sidewalk, curb or gutter is ordered laid by the city, the same shale be brought up to the proper grade by the city and at the expense of the same. Stone Walks Stone All stone must.be free from cracks, seems or flaws of any kind, and must be inspected by the City Engineer before same is laid. Dimensions No stone shall have less than 3 square feet , and not more than 30 square feet of top surface. No stone shall be less than 3 inches thick, and where there are over 24 square feet of top surface the stone shall be 4 inches thick. Dressing of atone for sidewalk Each stone to be used in the walk shall,be cut with parallel sides,and the ends square with the sides. All edges shall be chisel dressed square from the surface to a depth of at least { inch, so a s to make a joint of } inch. The stone wt1en laid shall not have a joint of over } inch on top and not over 1/* inches on the bottom surface. No stone shall have over -* inch protuberance on the top surface. Foundation The foundation must extend at least B inches beyond the edge of the finished walk, and shall be prepared by one.: of the follow methods;"1 at method". Any one of the following may be used in the base; Hard and course cinders, Slag, Band and gravel, or crushed stone. L2 In no case is the diameter of the stone gravel or slag to exceede 2 inches. When any of the above are used a bed must be prepared which is to be at least 4 inches deep after beini, thoroughly tamped. 112nd method". A concrete base may be prepared, which must be 3 inches deep and of the following proportions; one (1) part of cement, three (3) parts of sand and five (5) parts of gravel, thoroughly mixed and tamped into place. Laving stone walk All stone must be tamped into place so as to have a solid bed through out. No joint between stones shall be over } inch. If a concrete base is used, the stone mu st be laid before the concrete has reached its initial set. Any inequalities of surface where the stones join shall be dressed off leaving the surface smooth and even . After the stone has been laid in place and tamped, the joints shall be filled with some standard binder. If concrete is used it shall be of the proportions of one (1) part cement to one (1) part of clean sgarp sand. Stone Curb Dimensions 0 No stone shall be less than 5 feet in length unlee it is used in finishing out a curb, joining onto the approach stone or in making the turn at a corner. No stone shall be less than 18 inches in depth, and have a uniform width of 5 inches. The area of the bottom of the stone shall not be less than the dressed area of the top., Dressing the stone The curbing shall be"Bush or Peen" hammer dressed on the top, and the top front edge shall be cut rounding. The top shall have a slope of 1/8 of an inch to -ward the front face. Both the, top and front face shall have true plane faces, free from bends and twists, or depressions of any kind to exceedel/4 ( one fourth) of an inch. All the joints shall be chiseled for the full width of five inches across the curb, and to a depth of 2 inches from the top. There shall be no projections beyond the chiseled portions for at least 12 inches below the top of the curb. All joints shall be close fitting on face and top, and in no case shall there be over 1/2 inch between the stoma Elating curb All curbing shall be set upon a 4 inch concrete base of the following proportions 1 part cement, to three (3) parts of sand an 5 five pars of gravel. The concrete must extend to a heighth on the back face of 4 inches and on the front face of 3 inches. The curb stone must be set befote the concrete base reaches its initial set. All joints shall be filled with some standard binder. If concrete is used it must be of the proportions given for stone sidewalks. All curbs must have a slope of 1 inch to the foot from the gutter back toward the sidewalk. Stone Gutters Dimensions All atone must conform to the above in character. Each stone must be 4-'inches deep) and not less than 4 feet long. All gutters on 100 foot and 140 foot streets shall be 30 inches wide and on all other streets they shall be 24 inches wide. All gutter must be laid upon a 4 inch base as specified for stone sidewalks. All stone must be fitted so there is no joint over 1/2 inch. The outer edge shall be trimed to a line. The laying of the stone shall be done as specified under stone sidewalks. The joints shall be filled in a like manner. Expansion Joints Expansion joints of 1/2 inch in width should be left at e every fifty foot interval. The joint to extend at right angles to the walk and to extend the full width of the walk. Said joint is to be left open.
