Minutes of a regular meeting held at the city hall on the 9th day of March A.•D
1914 the following proceedings were had.
Present Commissioner C ,mmer, Armitage and Edwards and City Attorney F. J. Annis.
On motion the reading of the minutes of the meeting March 2d, were read and approved
Moved by commissioner Armitage and sedonded by Commissioner Edwards that the peti-
tion be granted to Ed Liggett to install a pair of Scales on Laporte Avenue subject to
Section 23 Article 23 of the Charter, said scales to be put in under the supervision
of the City Engineer.Roll being called resulted as follows, Ayes Commissioners Clammer
Armitage and Edwards, noes none, The President declared the motion adopted.
On motion the petition of John Gault et al petition the City for permission to
install a gasoline tank under sidewalk and also to put a pump on the curb line was
referred to the City Attorney.
On motion the following report was accepted and ordered placed upon the records.

Upon investigation, I find the following stock in i_irrigation companies,
standing in the name of the City of Fort Collins, the water which said stock furnishes
being used by the City for the irrigation of the parks, the Grand View Cemetery and other
lands owned by said city, to wit.

Uortgagee, Chas 0. Culver, Equity owner, as collateral to loan from the Perpetual
Care Fund, on the S. W. 4 Sec. 28-8-68 in the sum of $ 10000.00. to wit: -

I also find the following water stock certificate among the papers of the City but
standing in the name of Myron H. Akin and by him assigned in blank to wit

I find that this 4 share was never issued to the City and that it was sold for delin-
quent assessments on Dee, 23rd, 1910 to said The New Mercer Ditch Company which Company
is now the owner thereof. I further find that it would require about $50.00 to redeem
from said sale which amount is in excess of its present market value and as the _.land
belongiAg to the City has a sufficient amount of water for irrigation without this 4
share, I recommend that no money be expended in the redemption of same, and the certi.
fixate No 556 be cancelled and held for naught.
I submit herewith report of the Norther Colorado Power Company, of gross receipts
of said Company within the City of Fort Collins, from February 1st, 1913 to January 31st
1914, amounting to $ 48,553.81
Also my report of receipts and disbursements of the City Treasurer for the month of
February 1914. I have also to report that the claim of Mrs. Harriet R. Wallace has been
paid in full and her suit for damages against the City dismissed.
I recommend that this whole report be spread upon the record of the City.

Dear Sir:
Referring to Contract between the City of Fort Collins and this Company
dated Feb, 17th, 1913 which provides that the Northern Colorado Power Company
shall pay 1% per annum of its gross earnings within the City of Fort Collins
I beg to advise you that the gross earnings of this company within the City of
Fo-t Collins from February 1st 1913 to January 3ist 1914 amounted to $ 48,553.81.
You will note that one per cent of this amount is $485.53 which is less than the
minimum of $600.00 per annum which we have paid you in equal monthly install-
ments of $50.00 each.
Should you desire any further information in connection with this matter we shall
be only too glad to furnish same at your request.

On motion the report of the Fire Chief was read and accepted.
Moved by Commissioner Armitage and seconded by commissioner edwards that the fol-
lowing form of ordinance do now pass on its first reading.
Ordinance No. ', 1914
An ordinance providing for the appointment of Electric meter Inspector fixing
calary of same and providing for the testing of electric meters.

Minutes of a regular meeting of the City Council held at the City Hall on the 16th
day of March A. D. 1914. Present Commissioners Clammer, Armitage and Edwards
Absent City Attorney Frank J. Annis.
Moved by commissioner Armitage that the petition of Olive Wagner et al for a
sidewalk in fron of Lots A. B. C. D. E. F. G. H. I. Block 65 be granted and that the
City Attorney be instructed to prepare the proper resolution, Roll being called resulted
as follows, Ayes Commissioners Clammer, Armitage and Edwards. Noes none The President
declared the motion adopted.
Moved by commissioner Edwards and seconded by commissioner Armitage that the City
rent the 40 acres south of the Cemetery for a cash rent of $ 600.00 to Thos Beach, roll
being called resulted as follows, Ayes Commissioner Clammer, Armitage and Edwards, The
President declared said motion adopted.
Moved by Commissioner Armitage and seconded by commissioner Edwards that the Com-
missioner of Finance be instructed to purchase cards for water rents and a clipping machiie.

On motion the following report was order placed upon the minutes.
To the Honorable City Council, In the matter of the application for permission to
put a storage tank for gasoline under the sidewalk on Walnut Street and connect the same
with a pump at the curb, I beg leave to report as follows,
The only ordinance on the subject of storing explosives is found in Ordinance No 32
passed in 3889 and that does not cover the subject of the storage of gasoline.
Under subdivision 35 of section 6525 of the revised statutes of 1908 the Council is
vested with power t<, regulate and prevent storage and transpostation of gunpowder tar,
pitch, resin, coal oil, benzine, dynamite ,hemp, cotton nitro-glycerine, petroleum or any
of the products thereof, and other combustible or explosive meterial, but so fas as can
be ascertained from the rewords and prodeedings of the Council nor ordinance or regulatiorl
has been passed and adopted respecting this matter.
It is therefore competent for the City Council o pass an ordinance regulating the
use of gasoline and other products of petroleum within the corporate limits of the city,
In the absence of any express regulations concerning the matter permission might be
granted the use of the ground under the sidewalk for such purposes but there ought to be
a uniform schedule of regulations respecting this matter before any permits are granted.
In the matter of the petition to vacate.a certain portion of Sycamore Street to make
it conform with the balance of said street, the Council is vested with the power to vac-
ate streets under subdivision 7 of section 6525 of the revised statutes of 1908, and it i
within the power of the Council to pass a resolution vacating a certain designated portio
of Sycamore Street when the proper description is furnished by the City Engineer for said
purpose. In the matter of the compilation of the ordinances of the City, I have to re-
port that all ordinances of &'general and permanent nature enacted from the 1st day of
November 1905 to the present date have been copied and are now in process of being proof
read. I hope at an early date to submit a preliminary report of the proposed revision
in connection with this compilation.
