Records of the City Council, 23rd Day of February. 1914 191
At a regular meeting of the City Council held at the Council Chamber in the
City Hall of the City of Fort Collins the following proceedings were had , on the
23rd day of February A. D. 1914.
Present Samuel H. Clammer President
D. C. Armitage and Alfred A. Edwards Commissioners
Frank J. Annis City Attorney.
On motion the reading of the minutes of the meeting held on the 9th inst. approved
On motion the report of Otto Sohmohl was read accepted and ordered placed on file.
On motion the following bills were allowed out of the Water Works fund

Company shall pay to the Commissioner of Finance for the use and benefit of the
said City One Hundred and Fifty (150) dollars per month, and further that said
Company shall pay the said temporary license charge during the pendency of the
said investigation as dated from the 17th day of November. 1913; and upon the
express condition that no increase shall be made in the present rates for Tele-
phone service pending said investigation acid the existence of the revocable
permit.

On motion the following resolution was adopted.
Whereas, The Mountain States Telephone and Telegraph Company has requested
that the Council make an investigation with respect to the investment of said
Company in its Fort Collins Plant, and the reasonableness of the charges made by
said Company in said City, and has offered to pay the expense of said investi-
gation, being the fees and charges of auditors to be chosen to examine the
Company's books with regard to investment by the Company in Fort Collins and with
regard to the cost of service rendered in said City; as well as a physical ap-
praisment of the plant of said Company in Fort Collins:
Now, in consideration of the said request
Be it resolved, that same be granted and that J. A. C. Kissock and E. H.
Hall be and are hereby appointed as auditors on behalf of the City to examine
the books of said Company with regard to its local investment and local charges
for service, and make a physical valuation of its Fort Collins plant, and there-
upon report their findings to this Council. Their compensation being fixed at
$ 5.00 per diem for each auditor for each day necessarily spent by them in the
performance of their duties and their reasonable expenses, to be paid by the
Mountain States Telephone and Telegraph Company, upon the approval of this
Council.

was amended by adding the following amendment " and for twnety one (21) weigh
tickets paid for in advance the city weighman is authorized to accept one (1)
dollar in full payment therefor."
