D. 1913 at 4 P. H. the following proceedings were had -nd appro Present. President Samuel H. Clammer Commissioners D. C. Armitage and Alfred A. Edwards. City Attorney, Frank J. Annds. On motion the reading of the minutes of the previous meeting read and approved. On motion the oommunic,tikn of Josephine G. Jones in regards cutting the willows at -her residence was left to the Commissioner of Works . On motion Commissioner of Finance was instructed to pay the North Poudre Irri- gation Cc for assessments on the Tunnel Work. The roll bein', called the vote stood as follows. Ayes commissioner Clammer, Armitage and Edwards Nays Commissioner.. . All commissioner voting in the affirmative the motion was carried and so declared by the President. On motion Commissioner of Works was instructed to make arrangements as he sees fit in regards to the sell'_ng of the fish in the City Park Lake. On motion the practice of sending notices to water consumers in regards their water rent was ordered discontinued and that the Commissioner of Works insert in the newspapers at the proper time a notice in regards Water Rent. Commissioner Armitage moved the adoption of the following resolution, same sec ended by Commissioner Alfred Edwards. Whereas, pending the negotiations of the Mountain States Telephone and Telegraph Col., pany for a franchise to operate within the limits of the limits of Fort Collins, it has, through its Vice -President, Phillip Hamlin, offered to have its books and accounts specially -covering Fort Collins business and its investment in said city, as well as its general business in connection therwith, checked and examined by an expert accountant with a view of determining whether the rates charged by said company are excessive and unreasonable, and Whereas, said company throungh its vice-president has offered to pay the costa and expenses which might be incurred by the appointment of such an auditor, and Whereas, i the judgment of the City Council it is advisable to have such an examination and audit by a disinterested expert accountant before acting upon any ordinar, respecting the proposed franchise; Therefore, be it Resolved by the City Council that the proposition of The Mountain States Teleph & Telegraph Company to have its thisbooks Councilaccounts theaudited expense ofdthensaidsted Company be and the same is hereby expert accountant, to be selected accepted• and the City Clerk is hereby autho^ized and directed , to transmit a copy of this resolution to said Ccmpany and notify said company that the City Council is ready and willing to appoint an expert accountant in accordance with thi: resolution. I have no doubt concerning the validity of the ordinance I in, question. In compliance with the request of the Commissioner of Safety I have prepared an ordinance prohibiting minors. from frequenting billiard or pool halls The statutes empowers the Council to passan ordinance to license, regulate or even prohibit and suppress pool or billiard halls and as the power to prohibit includes the full power to regulate or prescribe the conditions under which such places shall operate, and therefore the prohibition of minors and providing ;..penalty is within the power of the Council to enact.
