Mayor Pro Tempers of the City of Fort Collins Color.do, and Alfred A. Edwards, Commis-
sioner of Finance and Supplies and Ex Officio Treasurer of the City of Fort Collins,
Colorado separately took their respective oathes of Office.

Inunedieately after bing sworn into office President Clammer announced that the
first meeting of the Commissioners would be held at the City Hall at 7.30 P. M.
At the First regular meeting of the Commissioners of the City of Fort Collins
held at the City Hall on the 27th day of October A. D. 1913 at 7.30 P. M. the following
proceedings were had.
Present

Commmissioners D. C. Armitage and Alfred A. Edwards.
Moved by Commissioner Edwards and seconded by Commissioner Armitage that the fol>
lowing resolut`on be adopted.'.
The roll being called the vote stood as follows.

All com,aissioners voting in the affirmative the motion was carried and reso-
lution adopted and so declared by the President
RESOLUTION.
Whereas; Section of Article X of the Charter of the City of Fort Collins pro-
vides for the adoption of a resolution by the City Council temporarily fixing the com-
pensation of the officers and employes appointed by said body until an ordinance shall
be passed for said purpose;
Therefore be it
Resolved, by the City Council of the City of Fort Collins that the compensation

of the following offices and employes be fixed at the amount set/opposite the respective
officers 'for and until the passage of an ordinance fixing the salaries of the officers

The Bonds of Commissioner Clammr, Armitage and Edwards were presented and

approved and ordered filed with City Clerk, Also Bond of Commissioner of Edwards as Ex

Officio Treasurer in the sum of $ 50,000.00, Also Bonds of City Clerk in the sum of

$ 2,000.00 and City Attorney Annis in the sum of $ 1,000.00 all said bonds duly approved
and ordered filed with the City Clerk as required by the Charter of the City of Fort
Collins, All said bons executed by the Fidelity and Deposit Cc of Maryland.
Moved by Commissioner Armitage and seconded by Commissioner Edwards that the
following resolution be adopted.
Whereas, under Section 2 of Article Xof the Charter of the City of Fort Collins, authorit
is conferred upon the City Council to make temporary appointments to all offices and
employments until an ordinance is passed and adopted naming the officers other than those
provided for in the City Charter,
Therefore, be it
Resolved, by the Vity Council that for the purpose of continuing the work of
the city administration until such an ordinance can be passed or other provision be made
by resolution of the City Council, that the officers now serving said city are hereby
appointed temporarily to the respective offices and employments now held by them under
appointment of the previous City Council, until such time as the City Council may de-
an
termine to make a change thereof, it being intended by this resolution that said appoint-
ments shall be only temporaryily effective, in pursuance of the provisions of said Sectio
2 of Article X.

Moved by Commmissioner Edwards ,.nd seconded by Commissioner Armitage That the fol-
lowing resolution be adopted.
Article 11 of the Charter o" the City of Fort Collins, entitled " The

Judicial Department. provides for the creation of a municipal court, and that the two

resident justices of the peace in and for the Fort Collins precincts shall be appointed
judges of said court; therefore be it

hereby appinted judge s'of the municipal court to serve as such judges under and
in pursuance of the provisions of said Article 119 and that the compensation of
of said municipal judges is he -by temporarily fixed in pursuance of the terms and
provisions of rection 2 of article 10 of said charter to be $ 10.00 per month each
and that all fees taxed in favor of the said municipal judges shall be paid to
the City Treasury as provided in said Article 11 of said Charter.

Moved by Alderman Armitage and seconded by commiccioner Edwards that
the following eesolution be adopted.
Be It Resolved by the City Council that the Commissioner of Finance and Supplies
be and is hereby authorized and empowered to employ and expert accountant for the
purpose of assisting in the transfer of the books of all city officials to the
officers elect, end to audit said books and accounts in connection with said
transfer.

All members voting in the affirmative the motion was carried and so
declared by the President.
Moved by Commissioner Edward and seconded by Commissioner Armitage
that the City Clerk be instructed to cast a Ballot for J. H. Bouton, Vera Mollugh
and Mrs. F. R. Baker as Directors of the Library Board for a term of It years.
On motion duly seconded and when put to a vote carried the report of
the Park Board was referred to the Commissioner of Works.
On motion duly seconded and when put to a vote carried the action of
Commissioner of Finance Edwards was ratified in securin6 the Sureties on the
bonds of the Commissioners and City Clerk and City Attorney
