Minutes of a regular meeting of the City Council of the City of Fort Collins
legally held at the City Hall of said City of Fort Collins on the 21st day of
July the following proceedings were had and approved.
Present

Aldermen, Abbott, Armitage, Eves, Glessner, Johnson
Mathews, Sehlichter, St. Clair, Watson, Yard.
On motion minutes of previous meetings read and approved.
On motion duly seconded and carried the application of Geo, IV* Chickering for
Night Police was placed on file f-or future reference.
On motion duly seconded and when put to a vote carried Council sus-
pended regular order of Business fcr 30 minutes.
Moved by Alderman Sehlichter and seconded by Alderman Johnson that the
Special report of the Finance Committee be accepted and placed o file for future
reference.
Moved by Alderman Eves and seconded by alderman St. Clair that the
report of the Finance Committe be accepted .

TO THE MAYOR AND CITY COUNCIL OF FT. COLLINS:
Gentlemen, on the matter of moveing the Electric Light Co. poles on Garfield
St. on pereonal examintaion of this situation I find that there are several
blocks on this street with no trees for the poles to interfere wi th and as it
would be a usless expense to move the poles the whole length of the street I
would recommend the moving of the poles on the street only in the blocks where
they interfere with the trees

However from the surroundings as I found them I would recommend that the City Engineer
,e instructed to designate exactly how far out these poles sh4ll be placed so the Electric
'o may have no more trouble in regards these poles and the City protected from further com-
plaints.
Moved by Alderman Armitage and seconded by alderman Mathews that the Purchasing
Committee be instruct d to purchase the following articles and charge same to the Cemetery
Fund.

GENTLEMEN;
The eamuittee on Electric Gas Lights and Public Grounds have been requested by
a gre_t many people to look up the proposition of a few samll lights in the alleys in the
down town district to burn all night and virking along these lines vie find the alleys in tb
(business district very dangerous to all persons firm and property owners.
This therefore as a matter of public safety would reoommend and offer as motion tha
(committee be instructed to locate and have installed at once at the present prices of

more decorative lights be granted and the committee on Electric And Gas Lights etc

at a regular meeting held on the l9th day of May 1913 the owners of Lots two (2) and three
(3) Block three hundred and two (302), Capitol Hill addition to the City of Fort Collins
Lot seven (7), Block one (1) Prospect Place, Akin Avenue; also lots one (1) two (2)
three (3) four (4) five (5) and six (6) Block one hundred thirty eight(138) and Lot eight

sidewalks in front of said lots in accordance with ordinance No _ 1909 and
reas, notice of said resolution was duly served upon the owners of said lots as provide
by ordinance, and more than thirty (30) days have expired since the service of said notice
and the owners of said lots two (2) and three (3) Block three hundred and two (302) Capi-

struct said sidewalks in accordance with said resolution, Therefore be it
Resolved, by the City Council of the City of Fort Collins that said sidewalks so
ordered to be constructed in front of said lot seven (7), Block one (1), Prospect Place
Also Lots one (1) two (2) three (3) four (4) five (5) and six (6), Block one hundred thirt
eight (138), and Lot eight (8), Block one hundred thirty nine (139); Lots nine (9) ten
(10) thirteen (13) and fourteen (14), Block one hundred fifty eight (156); Lot nine (9),
Block two (2), Scott SheruvoodAddition facing on Oak Street and lots eight (8) and nine (9)
Scott Sherwood Addition facing on Jackson Avenue in said City be duly constructed under
the sipervision of the three members of the Street Cownittee, who shall have charge and
supervise the work of construction of said sidewalks, keeping a true account of all expens
of such improvement; and after said sidewalks have been constructed , said committee shall
make a return to the City Council of such expense, which shall contain the labor, material
and en-ineer's services, and all expenseattending the same and the cost of making and levy
ing the assessment together with a description of the lots and blocks abutting upon said
sidewalks, the name of the owner or owners if known and the amount due for improvement
fronting on each lot; which said work of construction shall be in the immediate charge of
the Superintendent of Public works, and said improvements shall be made in compliance with
the terms and provisions of Ordinance No. 19 1684, " Concerning the assessment and Col-
lection of Special Charges." Be it

Records of the City Council,
Resolved, by the City Council that a special fund is hereby created to
be known as the Special Sidewalk Fund, funds for which sahll be procured by the
issuance of warrants of the City of Fort Collins drawn against said fund in suf-
ficient amount to pay for the construction of the sidewalks herein authorized
to be constructed, which said warrants shall be drawn against said special fund
and shall draw interest at the rate of six per cent per annum until paid
said warrants to be redeemed from time to time whenever sufficient funds are de-
rived from the collection of the special charges and assessments against the lots
for the construction of the said sidewalks, said warrants only to be issued upon
the authority of the City Council upon bills rendered and -approved by the Street
Committee ad the Finance Committee in connection with the construction of said
sidewalks; and all interest and assessment charges derived from the collection
of the special assessmei:t made for the construction of said sidewalks shall only
be used for the payment and redemption of the warrants so issued against said
fund and the interest thereon. No warrants shall be drawn upon said special side-
walk fund until the work has been completed and approved by the special committee
appointed for said purpose and the assessment duly made as provided by law against
the lots for the construction of the same; it being intended that the assessments
shall draw interest co -incident with the issuance of the warrants in payment of
the construction of said sidewalks.

report of the City Engineer be placed on file.
Moved by Alderman Abbott and seconded by Alderman Eves and when put to a vote
carried the matter of the Cotton Wood trees was left to the Ways and Means Committee to
report back next regular meeting.

Moved by Alderman Eves and seconded. by Alderman Schlichter that the ).tatter of the
Espelin and warren protest in regards the price paid for water was left to the Committee
on Water Works to report next meeting, said motion when put to vote was carried and so
declared by th Mayor.
Moved by Alderman Eves and seconded by Alderman Schlichter that all bids be
rejected and the certified checks returned in regards Sewe District # 32•
