Minutes of an adjourned regular meeting of the City Council of the
City of Fort Collins, Colo. held at the City Hall of said City on the 27th day of
June A. D., 1913, pursuant to adjournment of June 20th, 1913 , the following pro-
oeedings were had and approved.

On motion duly seconded and carried the communication from the Puffer
Hubbard Mfg. Co. be palced on file for future reference.
Moved by alderman Abbott and seconded by alderman Eves that the fol-
lowing resolution be adopted.
Resolution.
Resolved by the City Council that the City Clerk notify the Northern
Colorado Power Company that it must remove its poles from the Center of the park-
ing on Garfield Street to the curb and that this must be done at once so as to
not interfere with the growing trees in the parking.
The roll being called the vote stood as follows:

Moved by Aldermen Eves and seconded by Alderman Abbott that the City
Marshal be instructed to notify Mr. Robinson or Mr. Bradley to remove the sign
located in the parking at the corner of Oak and College Avenue, and that if said
sign was not removed , that said Marshal remove the same.

A majority of the alderme presentvoting in the affirmative the motion
was carried and so declared by the Mayor.
Moved by alderman Eves and seconded by alderman Schlichter that the
matter of signs be taken up by the Law and Ordinance Committee and to report the
next meeting.
Moved by Alderman Eves and seconded by Alderman Abbott that the following
report be adopted.

REPORT OF THE CO12,1ITT,EE ON PURCHASING.
TO THE HONORABLE MAYOR AND CITY COUNCIL OF FORT COLLINS:
Gentlemen:
Your Committee has had under consideration bids from the Northern Printing
Company and The Stiff ler-Robinson Printing Company for the City job printing and recommend
that both bids be rejected and both checks be returned to their respective bidders.
We would reco.^_amend that the City Clerk be instructed to purchase postal cards
directly from the Government and save the, extra ten per cent cost.
In the matter of the publication of City ordinances, elections notices, contract
bids and other notices which must be printed in the newspapers of the City of general
circulation, inasmuch as no bids were submitted by any newspapers of the City, the Commit-
tee requests that it be empowered to direct the City Clerk in the matter of the publica-
tion of all said notices and ordinances as it may determine from time to time. Under thi
arrangement the city will be compelled to pay the legal rates for publication, as provided
by law.

NO.181 19022 RELATING TO DRAYMEN EXPRESSMEN AND CABA{EN AND THE LICENSING THEREOF.

Your Committee has had under consideration the petition of the Express -
men of the City of Fort Collins requesting that certain amendments be made in the
ordinance relating to draymen , and expressmen,-and beg to report an amendatory
ordinance, which is submitted herewith.
The Committee has changed Section 3 of Ordinance No. 18 so that no li-
cense shall be issued for less period than one year, and Section 6 ordinance No. 18
has_been changed so that two horses shall pay 0 12.00 per annum as well as motor
trucks, and one horse vehicle shall pay 0 9.00 per annum in advance, and recom-
mend the passage of the ordinance as amended.

REPORT OF THE CO:MITTEF, ON LAWS AND ORDINANCES CONCERNING THE EXPIRATION OF THE
TELEPHONE FRANCHISE.
TO THE HONORABLE MAYOR AND CITY COUNCIL OF FORT COLLINS:
Gentlemen:
Your Committee has had under consideration the communication of The
Mountain States Telephone and Telegraph Company addressed to the City Council,
under date of June 20, 19131 and which was by action of the Council referred to
your Committee together with the City Attorney, for consideration and report.
The Committee has carefully coi:sidered said communication, and does not
deem it advisable to comply with the request therein contained concerning a verbal
communication with the officers of said company, but it is the opinion of the
Committee that the litigation referred to in said eo:.munication is of no concern
to the City of Fort Collins as under the terms of the ordinance the franchise and
rights of the company expire by express limitation in the month of July 1913;and
the Committee believes that the Company should submit at an early date a written

application for a renewal of the right and franchis to operate ir:• this City, which proposition
when submitted may be made the subject of a conference between the City Council and the
authorized representatives of said Company. The Committee would recommend that the Com-
pany be requested to submit a written application stating terms and conditions for renewal
of franchise in compliance with the original resolution adopted by the Council , and that
a copy of this report be transmitted to the Company for its action.

We your co mittee on Water Works, after due inspection of the Filter Plant, at
the time of Cleaning out the Settling basin on Monday June 23rd2 find that a few tools
are needed for use at said plant, and hereby recommend that the Purchasing Committee, be
instructed to purchase the same to -wit:
Two Picks, one Crow Bar, one spud ice bar, two shovels, one brace and 4 to 6 bits, one two
wheeled truck.
The truck to be used in moving the sacks of alum which the man in charge has to
to carry by hand at present. We further recommend that Filters be cleaned at once, and
fresh sand be placed therein.

purchase and see to the installing of weirs at the Filter Plant and further that said
Engineer make a report on the Pipe Line from Filter to Bingham Hill Reservoir.

following resolution be adopted.,
Resolved by the City Council that during the irrigation season that the use of
water from the system for irrigation be limited as follows: from 5 A. M. to 9 A.
M. and from 3 P. M. to 9 P. M. and that the City.Marshal be and hereby is instru-
cted to give special attention to the enforcement of this rule as well as the
violation in useing open hose and the gity Clerk be authorized to have notice
of this actiob of the Council published one insertion in all the City papers.

the matter of changeing the grade on the Pine Street Sewer so that the different
can make the connection without the extra expense was, left to the City Engineer
City Attorney and the Committee on Sweres and. Drains with power to act.,
