At a regular meeting of the City Council of the City of Fort Collins , held
at the City Hall of said City on the 16th day of June A. D. 1913 the following
proceedings were had and approved.

On motion duly seconded and when put to a vote carried the minutes of the
revious meeting read and approved.
Moved by alderman Glessner, and seconded by Alderman Armitage that the com-
cation from Mrs. J. L. Kneer in regards to the removal of a certain box which
carried water to her residence for irrigation, and which box was moved by the City
e, replaced by said City, was referred to the Committee on Streets, Alleys and
with power to act.
Moved by Alderman Abbott, and ,econded by Alderman Armitage, and when put to
a vote carried, the matter of a certain Sidewalk Petition prayed for by certain
owners in Blocks 116 and 106 be referred to the Committee on Streets, Alleys and
3ridges, to report next regular meeting.
Moved by Alderman Yard and seconded by alderman St. Clair and when put to a
vote carried, the matter of a Petition signed by certain Transfer Men for a re-
duction in the Transfer License from 12 dollars , per year payable in advance.
Moved by Alderman St. Clair and seconded by Alderman Abbott, that the pe-
tition of John Gault et al for a permit to tap the water main be referred to the
ttee on Water Works.
Moved by Alderman Schlichter and seconded by Alderman Glessner that the re-
ation of Day and Night Policeman Bales be accepted. The foregoing motion when
to a vote earied and was so declared by the Mayor.

f Night Policeman Johns be accepted. The foregoing motion when put to a vote
carried and so declared by the Mayor.
Whereupon a ballott being taken upon the office of Day and Night Police Mr.
E. SandeRs received 9 votes, whereupon the Mayor declared that Mr. C. E. Sanders
duly elected to the office of Day and Night Police.
A ballot being taken upon the office of Night Police, Mr. G. B. Warren re-
ceived 9 votes, whereupon the Mayor declared Mr, G. B. Warren to be elected to the
ce of Night Police.
Moved by Alderman St. Clair and seconded by Alderman Glessner that the re -
of the Finance Committee be accapted and that the City Clerk be instructed to
draw warrants on the respective funds in payment of the same.

REPORT OF THE colNITTEE ON STREETS AND ALLEYS RESPECTING THE JEFFERSON STREET IMPROVEMENT
DISTRICT.
TO THE HONORABLE MAYOR IND CITY COUNCIL OF FORT COLLINS.

GENTLEMEN:
Your Committee has had under consideration all matters pertaining to
the creation of Improvement District No. 1, comprising Jefferson Street from the
intersection of said street with North College Avenue to the point of the inter-
section with East Mountain Avenue, and submit the following respecting our in-
vestigations:
1. We find that at the regular meeting of the City Council on August
19, 1912, a petition was presented, signed by the owners of a majority of the
frontage on said proposed district, in which petition the petitioners designated
Sherman Hill Gravel, and asking for the creation of said Improvement District.
In response to this petition a resolution was adopted by the City Council author-
izing the City Engineer to prepare details and specifications in conformity with
the 'petitions for the construction of said improvement, of the material designated
in said petition, and such other materials as are to be used, determining the
number of installments and time in which the cost of the improvement shall be pay-
able with rate of interest on unpaid and deferred installments, and the property
to be assessed for the same as provided in the statutes; also making an estimate
of the cost, together with a map of the district in which the improvement is to be
made, and a schedule of the approximate amounts to ba assessed upon the several
lots or parcels of property within such improvement district and report the same
to the Council.
2. At an adjourned regular meeting of the City Council held on Sep-
tember 20, 1912, the following proceedings were had of-record::"Moved by Alderman
Eves and seconded by Alderman Brownell that the bonds in the improvement district
be made for five years to draw six per cent per annum, and that further the bonds
be in denomination from 0100.00 to $ 500.00. The roll being called, all the al-
dermen voted for the same".
It further appears in the records of the City Council that on February
22, 1913, a notice of the proposed Jefferson Street Improvement District No. 1
was published in the Fort Collins Weekly Courier, which notice first described the
real estate to be assessed and the amount assessed against each lot in blocks 6,
14, 7, 139 8, 129 99 11; which notice also fixed the date for hearing Complaints
and objections concerning the assessment to be on march 24, 1913, at 7:30 o4clock
P. M., at which hour the City Council was to consider the ordering of said im-
provements. It will be noticed that there is no record of any action of the City
Council adopting any report of the City Engineer respecting specifications of pro-
posed improvements.
We find a package of papers which the former City Attorney prepared and
advised the City Clerk to insert in Book H, page 259 of the Journal of proceedings
of the City Council August 19,1912, which purports to cover the specifications
prepared by the City Engineer, as well as a resolution adopting the same and
authorizing the publication as provided by law.

This being the publication which was made in the months of February and March, 1913.
The City Clerk informs your Committee that these papers were not prepared until along in
February, 1913, and he was directed by the former City Attorney to insert the same at the
page above noted, but as a matter of fact they have never been made a part of the Journal
of Proceedings of the City Council.
The Committee further finds that no meeting cf the City Council was held on
the 24th day of March, 1913s as provided in the published notice, but a special meeting of
the Council was held on the 28th day of March, 1913 pursuant to call, and which said call
covered the subject of the Jefferson Street Improvement District, for the purpose of heari
complaints and objections against the proposed improvement. No written objections and
complaints having been filed, the Council adopted a resolution to the effect that there
appearing no written objections and complaints and no valid objections, therefore in the
opinion of the City Council that the City Attorney present at the next regular meeting an
ordinance establishing the -Jefferson Street Improvement District, and that the City
Clerk be instructed to advertise for bids for the construction of the Jefferson Street
Improvement District, and further any or all bids may be rejected.
It will be observed th t if the proceedings had up to the meeting of March
282 1913, were regular and valid, that the next step in the matter of this improvement wou
be the preparation and passage of an ordinance establishing the district and providing
for the letting of a contract as provided by law, but in conferring with the City Attorney
we find that no valid basis has been established authorizing the passage of an ordinance
to create the district, and that it will be necessary to go back to the matter of adopting
plans and specifications for the improvement of thia district, and to have a republication
of the notice as provided by law, and then a hearing upon complaints and objections at the
end of said publication, at which time the City Council will be authorized to prepare and
pass an ordinance to create said district and carry on the work of its improvement.
In these circumstances, the Committee recommends that the matter of plans and
specifications heretofore prepared by the former City Engineer be referred to the City
Engineer for checking and report at a subsequent meeting of the Council, with a view of
of adopting the same and taking the necessary sreps to create the district after such
adoption.

REPORT OF THE COMMITTEE ON ELECTRIC.GAS LIGHTS AND PUBLIC GROUNDS.
TO THE MAYOR AND CITY COUNCIL OF FORT COLLINS:
Gentlemen:
Your Committee on Electric, Gas Lights and Public Grounds begs leave to
submit the following report:
1. The Committee has made a thorough investigation of each and every
light furnished by The Northern Colorado Power Company under its contract of 1913
and had located the same upon a map which is hereto attached and made a part of
this report.
2. Upon said map the are lights are numbered from 1 to 84 inclusive
and are shown on the map in figures made with blue pencil to distinguish these
numbers from the former numbers noted on said map.
3. The tungsten lamps are located as follows:
30 60-watt decorative lamps West Mountain Ave., Mason Street West to Lcomis
Street;
20 150-watt decorative lamps West and East Mountain Ave., Mason Street East
to Remington Street;
12 60-watt decorative lamps East Mountain Ave., Remington Street East to
Peterson Street;
24 60-watt decorative lamps, Walnut Street, College Ave. East to Mountain Ave.
12 60-watt decorative lamps, Pine Street, Walnut Street to Je"ferson Street;
14 60vwatt decorative lamps, Laporte Ave., College Avenue West to C. & S. Depot;
28 60-watt decorative lamps, Linden Street from East Mountain Avenue nort
to Jefferson Street;
14 50-watt decorative lamps, North College Avenue, from Laporte Avenue south
to Mountain Ave.;
10 150-watt decorative lamps, South College Ave. from Mountain Avenue to
Oak Street;
30 60-watt decorative lamps, South College Avenue from Oak Street to Laurel
Street; making a total of 44 150-watt lamps and 150 60-watt lamps.

4. These lamps were inspected and counted by the Committee on June
Respecting the matter of play grounds, the commi tee begs to report
that through correspondence with W. J. Galligan of Denver, Colorado, they have
secured without expense to the City the use of the northwest corner of Block 166
on the corner of Whedbee and Myrtle Streets, being accessible to the car line, and
the Committee beleives that with a small expenditure it can put this ground in
good condition for service this summer; and the Committee thinks that it can keep
within the appropriation made for that purpose in connection with the general
operation of the play grounds, aside from the salaries to be paid.
The Committee further reports that the bridge at the main entrance to
the Cemetery has been recovered, and the Committee found that some new stringers
had to be put in, increasing the expense more than was estimated by the Committee,
but the bridge is now in first class condition. The Cemetery grounds have been
thoroughly cleaned and are now in first class condition, satisfactory to the
Committee and the public at large. On account of the water supply being irreg-
ular the Committee reports that irrigationcannot be conducted only once in three
days, making a very unsatisfactory condition; but the employes are doing the best

they can to keep the grounds looking in growing condition.

Moved by Alderman Armitage and seconded by Alderman Yard that the
Committee on Public Grounds be instructed to meet with the Members of the G. A.
R. and submit a report in regards the perpetual care of the Soldiers Lot at
the Cemetery.
On motion duly seconded and when put to a vote carried the matter of
allowing the County to out down the heavy grade on North Shields St. and
to use said dirt on the county road north of that, was left to the Committee
Streets and Alleys with power to act.
Moved by Alderman Armitage and seconded by Alderman Yard and when put
to a vote carried unamimously, that City Clerk Baxter be allowed the 2nd and 3d
of July to go to Laramie City with the Band and further that he put his
assistant or any competent help in the office during his absence.
On motion duly se conded and when put to a vote carried Council adjourned
until 7:30 P. M. on June 20th, 1913.
