Councilmembers present: Mayor Arndt, Tricia Canonico, Julie Pignataro, Kelly Ohlson
Staff & Guests Present: Ginny Sawyer, Tyler Marr, Megan DeMasters, Jessica Jones, Dianne Criswell,
Taryn Moran
A. Meeting Called to Order at 4:05PM
B. Approval of Minutes from May 20, 2025. Pignataro moved, Ohlson seconded. Motion passed 3-0.
C. Update on Special Session and preview of upcoming session discussion
a. Discussed staff request to seek CML assistance on a municipal exemption from HB24-1371
Uniform Massage Facilities. The bill, as written, is an unfunded mandate to set up a
regulatory process to background check and prohibit certain individuals from operating.
The City supports efforts to combat human trafficking and have law enforcement efforts in
place. Committee supported bringing a policy item to CML.
b. Anticipated Legislation from Fort Collins Legislators:
i. Land Use Code: Rework or YIGBY bill removing faith organizations and focusing on
school districts and higher education campuses (low local impact).
ii. Some representatives interested in subjecting universities to all local ordinances.
Discussed current relationship with CSU both positive and challenges and potential
impacts to enforcing all ordinances on campus.
iii. Worker’s Compensation: Anticipate further discussion in this space in the
upcoming session.
iv. Noted Neuro-Data Sale Bill supported by Colorado Medical Association; similar
bills in Montana, California, other states.
D. CC4CA/CML Policy related
a. CC4CA currently tracking proposed EPA rule changes. Focus on data centers and clean
energy planning in 2026. Being very selective based on current state financial situation.
b. CML: first policy meetings are in October.
E. Other Business
a. Discussed desired efforts to push at state level including:
i. Traffic Enforcement: desire for either fine increase or local control to set/enforce
fines.
ii. Body Cameras: Continue to track interest and timing to pursue an exemption when
officers are in a facility with equal to or better than recording equipment.
iii. Wildlife Crossings: Good for wildlife and people.
b. Committee expressed interest in another meeting later in the year to review bills pulled and
to schedule a meeting with all legislators and staff before the end of the year. Staff will get
both scheduled.
c. Staff to check schedule for NLC overlap, CML conference, and March spring break.
