BOTTOM LINE
The purpose of this memo is to document the summary of discussions during the September
23, 2025 Work Session. All Councilmembers except Mayor Jeni Arndt were present.
DISCUSSION SUMMARY
The “Which Wheels Go Where?” project is exploring ways to simplify rules and accommodate
more kinds of small vehicles to give community members more alternatives to driving motor
vehicles. This supports the Convenient Transportation Choices Big Move of Our Climate Future
and the mode shift goal of the Vision Zero Action Plan. This project fulfills the recommendation
of the Active Modes Plan to revise standards and regulations to support micromobility as a
mode of transportation and is a key policy area of the Strategic Trails Plan.
Councilmember feedback included:
Enthusiasm for simplifying rules and common-sense updates that accommodate
evolving vehicle technologies and facilitated safety education.
Caution about overdoing simplification.
Commendation of robust and visible outreach including trail safety education yard signs
and engaging many City advisory boards to provide input.
Recognized trade-off between accommodating more kinds of vehicles to promote mode
shift and safety and comfort for all users.
Larger and faster vehicles should have greater responsibility than smaller vehicles and
pedestrians.
The difference between e-bikes and e-motorcycles (low power scooters) is sometimes
difficult to ascertain in the field.
It’s unclear where low power scooters should fit into our transportation network.
Expressed sentiment that the existing downtown dismount zone ordinance is not
enforced.

In conjunction with safety education outreach, reconsider speed limit and enforcement of
vehicle types and speeds on paved trails, particularly for Class 3 e-bikes and low-power
scooters.
NEXT STEPS
FC Moves and Park Planning & Development staff will coordinate with Natural Areas, Police,
Prosecutors, Traffic Operations, and City Attorney’s Office to draft an ordinance reflecting
modifications to traffic and municipal codes to simplify and contemporize the rules governing the
use of human and lightweight electric vehicles on sidewalks, streets, and paved trails.
Staff will seek additional feedback and recommendations from City advisory boards on
proposed rule changes before presenting a draft ordinance for Council consideration in 2026.
