A. Meeting called to order at 4:05 PM.
B. Approval of Minutes from October 15, 2024. Draft attached (moved by Canonico, seconded by Pignataro,
passed 2-0).
C. Bill Overview and Discussion
Bowditch & Cassell updates
a. Legislative session convened January 8 with 143 bills introduced first day or soon after.
Expecting land use and housing bills, construction defects, law enforcement reform, regulatory
reform related to employment air/water quality, climate.
b. Budget
Legislative joint budget committee have met for some time projecting budget data, estimating
rough shortfall of $670M. Any bill calling for increase will have difficulty moving forward.
Need to watch for unfunded mandates.
CML Policy Committee update
c. Support for Fort Collins bill related to open spaces enforcement.
CC4CA Updates

Approach: Prioritizing key bills over volume.
HB 1044 - Vulnerable Road User Bill: Ongoing discussions; support position.
HB 1006 - School District Solar Garden Lease: Allows solar gardens on school property; CC4CA supports.
HB 1056 - Wireless Telecom Permitting: Oppose; concerns over shot clock limits. CML also opposes;
discussion on extending to 90 days for consistency with state and federal laws.
HB 1077 - Backflow Prevention: Monitoring; requires a licensed plumber for installation but not
inspection.
HB 1029 - Municipal Authority Over Certain Land: Support.
HB 1031 - Law Enforcement Whistleblower Protection: Monitoring; potential amendments expected.
HB 1032 - Infrastructure to Reduce Homelessness: Unclear governance structure; tracking for potential
changes.
HB 1044 - Local Funding for Vulnerable Road User Protection: Support, but state funding is limited;
efforts to reduce costs.
Voting Rights Act Bill: CML seeks removal of local elections from the bill due to existing legislation and
potential legal risks.

Potential Additions:
SB - Labor Law Changes: Monitoring potential whistleblower reforms; clarifies administrative leave is
not retaliatory.
HB 1009 - Wildfire Reduction: Some concerns from the agricultural community; monitoring
amendments.
SB 002 - Regional Building Codes for Factory-Built Homes: Aims to streamline compliance; possible
restrictions on local governments.
SB 030 - TLRC Mode Choice Plan: Requires local governments over 25k population to develop
transportation alternatives every five years; tracking for conflicts with local plans.
Local Government Fiscal Notes: Proposal to require fiscal notes on all bills; discussing advocacy approach.
Automated Solar Permitting: Would mandate specific software; concerns about effectiveness; CML
opposed; monitoring.
Electric Fencing Bill: Ensures local permission; CML opposes; tracking.
