Subject: Administrative Fees Relating to Regulated Marijuana Business Licenses and Social Equity
Bottom Line
The purpose of this memo is to update marijuana business license fees. As directed by Budget, the
Clerkâs Office reviews fees annually to ensure that fees cover the direct and indirect costs of
administering the Regulated Marijuana Program.
For your consideration and approval are the administrative marijuana business license and application
fees for the FY25/26 budget. If approved, fees will increase 2.5% in both 2025 and 2026. This increase
will be incorporated into the FY25/26 annual City Clerk budget. Current and proposed fees are shown in
the table below.
The reduced fee schedule established in 2022 for Social Equity applicants will remain unchanged. For
qualified applicants, initial application fees are waived and license fees are reduced by 50% for the first
three years of operation.
The Budget Office will be notified after the City Manager approves this memo. New fees will be effective
January 1, 2025.
