DRAFT- Legislative Review Committee Minutes
Tuesday, September 3, 2024
Councilmembers Present: Councilmember Pignataro, Councilmember Ohlson, Councilmember Canonico
Staff present: Ginny Sawyer, Sylvia Tatman-Burrus, Jenny Lopez-Filkins, Tyler Marr, Amy King, Max Valadez
Guests present: Kevin Jones, Ed Bowditch (lobbyist, virtual)
1. Approval of minutes from May 14, 2024 meeting. Pignataro moved, Ohlson seconded. Passed 3-0.
2. 2025 Session Planning
a. Meeting Cadence- reminders and updates were provided on upcoming schedule:
• September 17th- Jacob Smith and Lindsey Ex from CC4CA (Colorado Communities for Climate
Action) will be here to provide background and an update on CC4CA action & priorities.
• October 15th – Committee review of redline version review of Legislative Policy Agenda
(LPA) in preparation for a November adoption by full Council.
• Break between this meeting and January 21st meeting.
b. LPA Updates are underway and staff is recommending trying a 2-year LPA cycle to align with state
legislative terms and to provide consistency across Council terms. LPA typically changes minimally
from year to year and flexibility would remain to add items if needed during the 2-year cycle.
c. Bill Positions
• Committee confirmed support for staff utilizing the LPA for initial bill positions.
• Councilmember Ohlson reiterated desire and opportunity for City to be more proactive with
legislators especially when in alignment.
• Councilmember Canonico requested committee support for pedestrian safety bill brought
through committee in partnership with Rep. Boesenecker.
• Anticipated 2025 priority areas:
i. Discussion on increasing penalties for camera radar violations including higher fines
and points against a license. Ed clarified that there may be legal barriers to points
but increasing fines locally may be an option.
ii. There has been a slow development of issues due to election year and focus on
special session (property taxes).
iii. Many housing bills passed last year and there is some talk of changes in state zoning
laws.
iv. Budget for state will be in tougher shape due to:
1. Property tax bill will require an increase in state funds to keep school
finances at current levels.
2. Ballot measure regarding law enforcement that would require $350M
appropriation from state to implement (not from TABOR reserve.) Money
would set up insurance policy for families of peace officers if killed in line of
duty.
v. Rep. Kipp will run CORA bill again (open records act bill.)
vi. Bill on open meetings is not anticipated to come back.
d. Legislative “Event”
• Traditionally, breakfast has been done to meet in person with legislators. Staff will look to
schedule a meeting from 4-6 to include dinner ahead of a Council meeting.
