City to host online forum for Chief Judge candidates April 22; community members may submit
questions in advance
The City of Fort Collins will host an online public forum with the Chief Judge candidates from 6-7:30 p.m.
Wednesday, April 22. Community members are invited to view the forum live online and may submit
questions for consideration in advance.
The virtual event will offer insights into the experience, leadership philosophy and judicial demeanor of the
candidates. Viewers will be invited to share their feedback for City Council’s consideration.
The link and instructions to view the forum will be posted at ourcity.fcgov.com/chief-judge in advance of the
event.
Community members can submit questions for consideration by Monday, April 20 at
ourcity.fcgov.com/chief-judge or by emailing cmacgowan@fcgov.com. Questions will be vetted by the City’s
Human Resources staff and may be asked during the public forum or during panel interviews earlier in the
week.
Selection Process
Final candidates will participate in interviews and selection events with stakeholders and the public the
week of April 20. Due to COVID-19 public health considerations, all selection activities will take place
virtually.
Mayor Wade Troxell, Mayor Pro Tem Kristin Stevens, and Councilmember Susan Gutowsky were
appointed by the full Council to serve on an ad hoc committee for the Chief Judge recruitment process. The
ad hoc committee will interview the top six candidates on Monday, April 20, in order to narrow the
candidate pool to four or fewer finalists to move forward to selection activities on April 21-22.
The schedule for the virtual ad hoc committee interviews will also be posted at ourcity.fcgov.com/chief-
judge. Ad hoc committee members will consider a motion to go into executive session for the purpose of
discussing personnel matters involving the evaluation and selection of Chief Judge finalist candidates and if
the motion passes, the candidate interviews will take place in executive session. No decision will be made
in execution session. Any decision about finalists will be made in open session after the executive session
concludes.
The City launched a statewide search in early 2020 to prepare for the departure of Chief Judge Kathleen
Lane, who has led the department since 1989. The position is responsible for leading the judicial branch of
city government according to the ordinances adopted by City Council and is one of three City leadership
positions appointed by Council.
The City has enlisted the support of executive recruiter Edward Williams of Baker-Tilly to lead the search
for a judge who will align with Fort Collins’ values and priorities, while leading the Municipal Court team and
programs to meet the needs of a growing community.
