Review of the Legislative Policy Agenda (LPA) a. Bulk of meeting was spent on reviewing the LPA with an eye for any desired changes and items that have been addressed and can be removed. Discussion included: i. Adjusting “pandemic” language to “health emergencies.” ii. Ensuring language included on matters of statewide concern. iii. Consolidating language regarding opposition to mandates. iv. Changing “Marijuana and Hemp” category to “Regulated Substances.” v. Adding a heading addressing “Accessibility.” vi. Staff confirmed that the following policy statement has been addressed and can be removed: Supports de minimus exemptions to Verification of lawful presence CO ST § 24 -76.5- 103 by adding a new section (3)(f) to the State law that exempts the City from following the verification process for any particular local public benefit that is valued at le ss than $500.00, or that is not provided directly to the beneficiary by the City. 2. Other Legislative Ideas a. Discussion on topics that may be areas of legislation to recommend/pursue: i. Special Districts/Water Districts ii. Vision Zero focused ideas 1. Speed limits and distracted driving options. 2. Conversations on cautions regarding primary offenses and the concern of profiling. 3. Discussed compound ticketing. 4. Discussed car registration fees based upon vehicle weight. 5. Suggestion to work some of these through a Transportation Commission Interim committee. iii. Further discussion on adding permissions for officers to turn off body cameras when other/better video and audio recording is available. iv. Possible inclusion of language addressing abandoned/plugged wells. Minutes approved on October 3rd, 2023
