MINUTES
ETHICS REVIEW BOARD MEETING
June 14,1995 at 10:30 a.m.
City Attorney Conference Room
City Hall West
The Board convened on the above date at 10:30 a.rn.in the conference room of the City
Attorney’s Office in City Hall West to discuss the following questions which had been presented
by Mayor Pro Tern Gina Janett and Councilrnember Chuck Wanner:
Whether Carl McWilliams,a member of the Landmark Preservation Commission,
has a conflict of interest in reviewing recommendations made on behalf of City
staff by his wife Karen McWilliams,an employee in the Advance Planning
Department.
Whether Mayor Pro Tern Gina Janett and Councilmembers Chuck Wanner and
Will Smith have a conflict of interest in participating in the City Councils review
of the Eastside and Westside Neighborhood Guidelines.
In attendance were Ethics Review Board members Ann Azari,Bob McCluskey and Gina Janett;
Landmark Preservation Commission member Carl McWilliams;Karen McWilliams;Joe Bastian;
and City Attorney Steve Roy.
Ethics Review Board members Ann Azari and Gina Janett met regarding the potential conflict of
interest regarding Carl McWilliams (Opinion 95-5);Ethics Review Board members Ann Azari and
Bob McCluskey met regarding the potential conflict of interest of certain Councilmembers’
participation in the Eastside and Westside Neighborhood Guidelines (Opinion 95-6).
The Board discussed the questions referenced above,as well as previous Ethics Review Board
opinions that had been rendered regarding similar questions.The Board then rendered its opinions
and directed the City Attorney to prepare drafts of the opinions for the Board’s review and
presentation to the City Council.(Final drafts of said opinions are attached hereto and
incorporated herein.)
The Board also determined that members of the Ethics/Governance Committee would meet
regularly the fourth Tuesday of every month at 8:00 a.m.in Council Offices.
The meeting was adjourned at approximately a.m.
