Councilmembers Present: Ray Martinez, Bob Overbeck, and Ken Summers
Staff Present: Jeanne Sanford, Ginny Sawyer, Alyssa Johnson, Carrie Daggett, Jeff Mihelich, Tyler Marr,
Lindsay Ex, Jeremy Yonce, John Phelan

The meeting came to order at 3:00 p.m.
Approval of Minutes
LRC approved the minutes of the April 2nd meeting unanimously.
Update from Bowditch and Cassell
• 3 weeks remain in the session and new bills are continuing to be introduced.
• One bill of interest to Fort Collins died in the committee today, HB 1089
• SB 01 is on its way to the House and a committee hearing is expected to occur on April 25. No
new revenue will result from this bill. 90% of it goes to state highway fund, but no specific share
would go to the local-level. This bill is not expected to pass the House in its current form.
• Status on SB 196 – Bill is dead.
• HB 1110 – Bill is dead.
• HB 1127 – Bill is dead.
• HB 1128 – Bill still in play, passed first committee.
o TM and GS will check on status of this bill at CML meeting this week.

• Lt. Yonce described that
technology exists to interrupt
zone signals and take control
of drones. Firearms will not
be used to address drones
interfering with City
operations.
• It was mentioned that this bill
will grant FCPS the ability to
request drone operators to
cease flying the drone,
currently FCPS is not able to.
• Councilmember Martinez
moved and Councilmember
Overbeck seconded to change

SB 01
• Staff reported that they are
supportive of the additional
funds and the initiative going
on ballot, but given high
priority on I-25, they are not
as concerned with the
distribution formula in Senate
vs. House bill.
• Committee support was
expressed for the managed
lane aspect of the bill to be
added. Managed lanes are
useful when applying for
federal funds.
• Ed and Jennifer reported that
they believed the managed
lane aspect of the bill can be
added back in. There is
support for this from the
House Democrats.
• Staff will continue to update
LRC on this bill.
Monitor
CC4CA Update
• Frisco and Carbondale just joined CC4CA.
• Trainings for elected officials continue to occur.
• Bills have been introduced both in support of and against climate action, but no traction is
anticipated for these bills.
Other Business
• The legislative breakfast has been scheduled for July 3rd. Ginny will update LRC with the
location. Famous Toastery was suggested.
o Ginny will share breakfast info with Ed and Jennifer.
• LRC agreed to cancel their April 30th meeting due to the short time frame to review and influence
remaining legislation.
