LEGISLATIVE POLICY AGENDA The Committee discussed changes to the Legislative Policy Agenda proposed for the 2006 edition. The Committee agreed to add a statement in support of biodiesel fuel incentives. Councilmember Ohlson asked that a policy statement be prepared outlining the City’s support of wind power incentives. Policy statements supporting the requirement of fire protection systems in structures, sprinkler systems in affordable housing and carbon monoxide detectors were tabled. Committee members questioned the definition of a fire protection system.Mayor Hutchinson expressed concern that use of the word “require”may be too strong a term. Councilmember Ohlson said he has concerns over several issues,including sprinkler system activation and damage when residents are away from home.Mr.Radtke related information from the Poudre Fire Authority estimating costs for residential sprinkler systems for new construction would range from $1 sq.ft.to $1.60 sq.ft.Costs for carbon monoxide detectors range from $30 to $43.Committee members asked for additional information before revisiting these issues in November. The Committee asked for additional information before acting on a recommendation to eliminate a policy statement dealing with rent controls for affordable housing. The Committee agreed to eliminate the policy statement supporting privileged communication protection for law enforcement peer counseling.The protection was approved in the last session of the General Assembly. A proposed statement of support for privacy and identity theft protections for cable and internet consumers was endorsed. 0 The Committee rejected a proposed statement that had the potential to place the City in favor of eliminating local authority to tax “Voice over Internet Protocol”phone calls made over the internet. The Committee adopted three changes to the Transportation section of the Policy Agenda.Ron Phillips explained that the first change states the current 60/22/18 state/county/municipal sharing formula for the Highway Users Tax Fund (HUTF)should be considered the minimum percentage we could support.The second change states that if the state persists in paying for the State Patrol and other state agencies out of the HUTF,those dollars should come from the state’s 60%share of HUTF.Mr.Phillips said the third change is a new statement that opposes suspending collection of the state gasoline tax to provide price relief for motorists depriving the HUTF of its primary revenue stream. Councilman Ohlson began a discussion about supporting legislation that bars the use of urban renewal for projects that include agricultural lands.Steve Roy outlined the City’s work during the last session on SB 224 that grants counties recourse for urban renewal projects that will trigger service costs for county governments.Mr.Radtke noted existing policy statements support current urban renewal statutes and tax increment financing as a development tool.He said it is expected that there will be several bills introduced into the next session dealing with various aspects of urban renewal. Darin Atteberry asked that a policy statement be prepared for consideration expressing the City’s support for public improvement fees (PIF).He said this is a beneficial tool that should be preserved for future local projects. FUTURE MEETINGS The next meeting of the LRC is scheduled for November 10,2005.Councilmember Ohlson asked that the Committee consider a different start-time for Committee meetings. Staff will work with Committee members on this issue. The meeting was adjourned at 8:50 a.m.
