Kelly Ohison requested that a final update be provided on those bills that the LRC had been tracking that ~~ere not resolved as of June 2.2009 LRC meeting.Tess Heffernan ~~ill email that information to the Committee. Members discussed the amount of dues paid to the Colorado Municipal League and the legi lati’.e lobbying sen ices provided by CML.There were varying opinions expressed about the ~alue of CML membership.CML is viewed by some as reactionary ~hen it comes to any legislation that might be seen as challenging home rule.~hether or not the legislation has ~alue.The Committee decided to in\ite CML Director Sam Mamet to the August LRC meeting to discuss concerns and learn more about CML~s philosophy and services. Tess provided an update on discussions about possible URA reforms that are occurring among staff from ‘.arious cities and counties and among elected officials from the Metro Mayors’Caucus (MMC).A MMC subgroup is hosting a meeting of elected officials on July I 6h and Mayor Hutchinson will be in~ited to represent the City of Fort Collins.Representative Fischer and Commissioner Rennels arc also expected to attend. Ehe remainder of the meeting included discussion about potential revisions to the Legislati~e Policy Agenda.Many of the existing policy statements do not allow the LRC the flexibility to support legislation where state jurisdiction would o~erride local control,even if the outcome would likely be in the best interest of the City.Much of this conflict surrounds land use legislation,hut it also can be found in other areas.Darin noted that the state~4 ide planning laws in Washington are a model for good land use.Unfortunately.Colorado has no equivalent. Members concluded that more flexibility is needed on a case-by-case basis.The challenge ~~ill be to craft policy language that speaks to the LRC’s ability to strike an appropriate balance het~~een home rule and state regulation. 0 Ct of,..Fdr~’t Cottins Staff”ill de~elop re;isions to the Legislathe Policy Agenda with the goal of having a first drafl ready for review at the September LRC meeting.Those re~isions will “sotkn”some of the home rule statements and include language that allows the LRC some flexibility in assessing the merit of legislation related to land use.traffic management,gro~~th management and en~ironmental policies The meetinu was adjourned at 5:00 p.m.
