LEGISLATIVE REVIEW COMMITTEE Meeting Summary October 16,2007 Legislative Review Committee present:Doug Hutchinson,Ben Manvel Staff present:John Stokes,Mark Radtke The meeting was called to order by Mayor 1-lutchinson at 4:00 p.m. MEETING SUMMARY The meeting summary for the August 14,2007 Legislative Review Committee meeting was approved as written. LEGISLATIVE POLICY AGENDA REVISIONS The Committee reviewed a series of revisions to the Legislative Policy Agenda (LPA)in preparation for submitting to City Council a draft 2008 LPA.Among the major changes: The Committee will recommend elimination of the Library Services section of the LPA as a result of the transfer of the library to a Library District. The Committee added a new section entitled Climate Protection with policy statements dealing with climate change and reductions in greenhouse gases. An Air Quality statement supporting the reduction of ozone precursor pollutants was included. A statement supporting the City’s legislative effort to restrict the use of Urban Renewal Authority powers in greenfields development was adopted. Support for increasing the amount of finding available through the Highway Users Tax Fund was added to the LPA. DISCUSSION OF UPCOMING LEGISLATION Mr.Radtke informed the Committee that Senator Bacon has agreed to sponsor two bills for the City.Language for the Downtown Development Authority extension bill should be submitted to the bill drafter at the capitol by the end of the week.Language for the Urban Renewal Authority reform law should be submitted to the drafter sometime next week.The draft bills will be made available to the Committee for comment. The meeting was adjourned at 4:40 p.m.
