HomeMy WebLinkAboutMinutes - Legislative Review Committee - 05/10/2007 -r LEGISLATIVE REVIEW COMMITtEE Meeting Summary May 10,2007 Legislative Review Committee present:Doug Hutchinson,Ben Manvel,Kelly Ohlson Staff present:Carrie Daggett,Mark Radtke The meeting was called to order by Mayor Hutchinson at 9:05 a.m. MEETING SUMMARY The meeting summary for March 1,2007 Legislative Review Committee meeting was approved as written. SUMMARY OF THE 2007 LEGISLATIVE SESSION Mark Radtke provided the Committee with a written review of the 2007 General Assembly session that ended on May 4.He gave an oral report highlighting the outcomes of several bills of interest to the City. INTERIM COMMITtEES Mr.Radtke told the Committee that the legislature’s Transportation Legislative Review Committee is expected to study the issue of blocked rail crossings during its summer meetings.The topic was referred to the TLRC by the Senate Transportation Committee when it defeated SB 21. The Water Resources Review Committee is expected to discuss two items of interest to the City:the ability of government to condemn water rights and the issue of Central Platte Valley well irrigators searching for surface water to augment river flows. INTERIM ISSUE Mayor 1-lutchinson breached the idea of changes to Urban Renewal Law to his colleagues on the Colorado Municipal League Executive Board.The Mayor urged CML to look at possible changes to the current definition of “blight”to justify a URA and for the use of URA in greenfields development.CML staff has been directed to research potential changes and work with Fort Collins and other entities on the issue this summer. LEGISLATIVE POLICY AGENDA Upon the adoption of the 2007 Legislative Policy Agenda in November of 2007,City Council agreed to revisit the LPA following the 2007 General Assembly session. 0 Q The Committee discussed how to proceed with Council input into the LPA. Councilmember Manvel suggested City Council members be involved in the creation of the 2008 LPA at an earlier stage.The existing LPA would be circulated among Councilmembers in mid-summer and they would submit to the City Manager possible changes in policy statements.Staff would then analyze the proposed changes and staff recommendations would come back to LRC as part of the City Manager’s recommended LPA to be discussed by Council. Councilmember Ohison suggested Councilmembers and staff develop legislation that advances the City’s interests for introduction in the 2008 session. FUTURE MEETINGS The Committee has retained its summer meeting schedule but authorized the cancellation of meetings should there be no business to come before the Committee. OTHER BUSINESS Mayor Hutchinson asked staff to provide information on the formation and ftinction of Marketing Districts in Colorado. The meeting was adjourned at 10:05 a.m.
