FUTURES COMMITTEE MEETING

Julie moved to approve September minutes. Emily seconded. Motion passed unanimously. 3-0-0.

Summary
• Futures discussed some of the September meeting on Mindful Cities

o Council member Pignataro mentioned that Pam Turner, a
mindfulness coach for the Shambhala Meditation Instructor offers meditation on
Mondays and Wednesdays during lunch and may reach out to the City to see if
they would like to participate
o Jackie mentions Police Chief Swoboda’s Coloradoan article highlighting
mindfulness in policing. The Chief will be reaching out to the Sheriff in Jackson,
WY to learn more
o Jackie mentions Poudre School District’s interest in institution to institution
learning—she is working with them for further reactions/reflections on how this
could look in Fort Collins
• Sierra Anderson from the City Manager’s Office presented on different tour options for
Council’s upcoming trip to NLC in San Antonio
o Council seems interested in touring Haven for Hope and Sierra will also look into
options to have Council meet with staff from the other options for short meetings.
• Potential topics for 2020 meetings were discussed

• Sierra begins with asking Futures what their preferred site visit options are for the NLC
Summit in San Antonio and presents five options.
• Option 1: Haven for Hope—Housing and Homeless Services Campus
o Nonprofit organization that partners with 90 different organizations including
government to provide different services to those experiencing homelessness
o Serve 1700 people daily experiencing homelessness
o Services are provided at different levels including emergency shelters and moving
towards housing options

• Initial services, anyone can access
▪ Transformational Campus
• Short term housing
• Substance abuse help
• Housing
• Option 2: San Pedro Springs Park
o Second oldest park in the US with deep rooted connection to first settles in the
area
o National Register of Historic places in 1979
• Option 3: Pre-K 4 SA
o Early education center to provide full day kindergarten to 4-year olds in area
o Provide trainings to family and parents for early education teachers
o Serve 2,000 students a year across 4 locations
o City-run program run on sales tax revenue
o Operate on a sliding scale 77% of students during Q4 at no cost
• Option 4: Hemisfair Urban District
o The Hemisfair Park Area Redevelopment Corporation (HPARC) was established
in 2009 at the site of the 1968 world fair
o Mixed use urban district that has parks, residential dwellings and businesses

• Option 5: Healthy Neighborhoods
o Programmatic highlight for City of San Antonio focusing on obesity prevention in
neighborhoods that have historically been disadvantaged and have had poor health
outcomes.
o Health workers empower community members to identify the assets in their
neighborhoods.
o Council would meet with the City of San Antonio Metropolitan Health District to
see how the City of Fort Collins can take best practices and apply them to some of
the challenges in Fort Collins
• Darin mentions that in addition to Haven for Hope there is potential for council to also
visit Austin and learn about their Community First approach to addressing homelessness
o Discussion of how this could be interesting for Council to compare the two
options Could be interesting to compare models for housing.
• Futures committee support Haven for Hope as a tour option.
• Futures committee asks if staff can reach out to contacts for the other options to see if a
meeting during the NLC can be arranged so interested council members can learn more
about the other options
Brainstorm of Futures’ topics, and review 2020 Futures’ Schedule
Comments/Q&A:
• Looking at unscheduled items, the committee discusses what should be prioritized for
December and topics for 2020
• There is interest in Slow Cities, an example from Italy that emphasizes connection to
neighborhoods and it is a way of life that values traditional ways of doing things
• Council member Pignataro discusses information dissemination, such as libraries of the
Future
o Contact David Slivken from the library as a potential speaker
• Continues to be interest in Livable Cities building upon discussions from City Plan. This
would include discussions of equity, placemaking and building connections
o Could also discuss social determinants of health and different ways to measure
prosperity such as measuring happiness rather than GDP
o Some discussion of movement in Europe and private sector around creation of the
Chief Happiness Officer
• Council member Gorgol expresses interest in discussing wild ideas of housing and how
to design different living arrangements
o Can also consider regenerative housing. Jackie suggests reaching out to Josie
Plaut from the Institute of the Built Environment on concept of “a becoming city”
and how that lens could be applied to the household level
• Some interest in development and how to think about development and alignment with
city values
o Design thinking could be part of this and council member Gorgol has connections
to the D school in Stanford
• Interest in reimagining engagement and wondering if there is space to think more about
this
• Thinking through reimagining engagement—have brought boards and commissions for
this—is there a space to imagine around this? Is there an opportunity to bring ideas?

o Connect with David in the Libraries of the future with that.
Could also be engagement mapping
• Discussion of how best to leverage City as a Platform across the community—even
though it is being worked on, could be beneficial to discuss at a Futures meeting.
