Develop the conversation (build the vocabulary for the City)
Promote the conversation (don’t underestimate face-to-face promotion)
Diversify the conversation (rely on a variety of other partners)
Informal vetting of neighborhood leaders.
They need to be people who are already involved - for others’ good.
They need to drink the Kool-Aid
