Approval of the Minutes from the March 16th meeting.
Kelly Ohison moved to approve the minutes.Doug Hutchinson seconded the motion.The
motion passed unanimously.
Development Review Fees
Overview:
Budget of $4.5 Million (2008)for direct and support services.
Budget-Revenue has declined for ‘08 and will more so in ‘09.
Development activity has gone down over 2005 to 2008,except for inspections.
Kelly Ohison asked if there is currently a system in place to document development
processes/milestones and ensure that they’re completed.Is there a kind of ‘check list’
across all City departments.Darin Atteberry responded that this has been discussed
and will be implemented in the next few months.
Dev.Review fees were recently evaLuated on:
1.Current amount charged to developers.
2.Timing of colLection of fees.
3.Number and complexity of fees.
Findings:
1.Building--Fees are substantiaLly Lower than other communities studied.
2.PLanning--Fees are higher than most other communities studied.
3.TDR fee(Transportation Development Review Fees)substantial fee not charged
by most other communities.

Study Findings:
•85%of TDR fee charged at beginning of development review process.
•Only one other community had a formal cost recovery rate for development
review.
•Capital improvement expansion fees contribute significantly to overall higher
cost of building.
Planned Administrative Actions:
a.Increase Building development review fees in accordance with 1997 UBC table.
b.Maintain current rate for Planning —combine into one fee.
c.Add annual CPI adjustment to development review fees.
d.Allow 2 payments for planning development review fees
e.Implement new fee range for small projects.
f.Cap annexation fees.
g.Lower minor amendment fee charge fee on all submittals.
Benefits of Administrative Actions:
a.Help City achieve it’s development review cost recovery goal of 80%.
b.Support the philosophy that ‘growth pays it’s own way’.
c.Provide a mechanism to regularly update fees.
d.Reduce the complexity and number of planning development review fees.
e.Provide payment flexibility for developers.
f.Provide a lower fee structure for small projects.
g.Cap on annexation fees.
h.Reduce the amount charged for minor amendments.

Kelly wants to add focus groups with general public in addition to focus groups with the
development community.
