1. Call Meeting to Order
2. Public Comment ‐ 30 minutes total (limited to 5 minutes per speaker max)
3. Consideration and approval of the August 27, 2021, Committee Meeting Minutes
4. Discussion Items:
Campaign Finance provisions ‐ Staff is seeking clarification on scope.
o Review of campaign finance requirements and process.
o Reverting to the State Fair Campaign Practices Act?
The Colorado Fair Campaign Practices Act was first enacted in 2017. The
provisions of the FCPA are focused on state candidates but does also cover local
candidates. There are many provisions in the FCPA that are not applicable to
local candidates.
To eliminate the difficulty in sorting through the FCPA to ferret out the
provisions applicable to local candidates, in 2000, the City Council adopted our
own campaign finance provisions which were based on the provisions of the
FCPA at the time. The Fort Collins provisions have since been modified several
times to adjust to local preferences.
Redistricting –
o April 4, 2023, Next Election
o October 6, 2022 ‐ Redistricting needs to be complete at the very latest
o September 2022 – Should have an Ordinance on the agenda
o Census release should be available by the end of September 2021
o Start RFP for Consultant
o This item is currently in process. Staff will provide periodic updates to the Committee as
process proceeds.
November Elections ‐ Moving from April elections to November elections in even years.
Coordinated with Larimer County. Time constraints/timeline:
o November 2022 election – multiple questions to facilitate transition to November
o Ballot text must be certified to County by Friday, September 9, 2022 (keep in mind that
Charter amendments must be submitted by ordinance)
o Plan on first reading at the second meeting in July 2022, especially if there are any plans
to cancel any meetings in August 2022.
o November 2023 or 2024 – first coordinated candidate election
o No election in April 2023?
o October 18, 2021, meeting for discussion and to detail scope of process.
Ranked Choice Voting (RCV) –
o November 2022 – question seeking voter approval
o Implemented November 2023 (earliest date for the County to conduct ranked choice
voting for a municipality IF the County uses a voting system certified by the Secretary of
State for use in an election using RCV) or 2024 if voters also approved moving to
November election
o Implemented in April 2025 if City election remains separate (April 2023 does not allow
enough time for planning and implementation). May require RFP/bid process.
Public Financing of Elections – Research is being conducted at this time to gather information
related to comparative municipalities and their associated processes to be presented to the
Committee later.
o Suggested timing for scoping, 1stquarter of 2022.
Election Oversight Board – Research is being conducted at this time to gather information
related to comparative municipalities and their associated processes to be presented to the
Committee later.
o Suggested timing for scoping, 1st quarter of 2022.
