ThisOrdinance,unanimouslyadoptedonFirstReadingonAugust16,2022,authorizestheCityManagertoexecuteanamendmentextendingtheexistingNewCingularcellsiteleaseattheballfieldsatCityParkTheamendmentwouldextendtheendofthecurrentleasetermsfromMarch8,2023,toOctober20,2023,andallowanadditional5-yeartermfromOctober21,2023,toOctober20,2028.NewCingularhasleasedthesitefromtheCitysince2005.AnnualrentreceivedbytheCitywillincreasefrom$20,736to$24,000forthefirstyearofthe5-yeartermwith3%increaseseveryyearafterwards.AdoptedonSecondReading.4.SecondReadingofOrdinanceNo.092,2022,DissolvingtheParkingAdvisoryBoardandAmendingtheCodeoftheCityofFortCollinsbyRepealingSection2-110RelatingtotheParkingAdvisoryBoard.ThisOrdinance,unanimouslyadoptedonFirstReadingonAugust16,2022,dissolvestheParkingAdvisoryBoard.AdoptedonSecondReading.5.SecondReadingofOrdinanceNo.093,2022,MakingSupplementalAppropriationsintheGeneralFundfortheEnvironmentalServicesAirQualityProgramfromtheUSEnvironmentalProtectionAgencyGrantThisOrdinance,unanimouslyadoptedonFirstReadingonAugust16,2022,appropriatesunanticipatedgrantrevenueintheGeneralFundfortheEnvironmentalServicesAirQualityProgram.ThisgrantdirectlysupportsCouncilPriority#17,ImprovedAirQuality,andincludes$108,200ofgrantfundingprovidedbytheU.S.EnvironmentalProtectionAgency(EPA)andassociatedwiththeAmericanRescuePlanAct(ARPA)tosupportlocalmonitoringofNationalAmbientAirQualityStandard(NAAQS)pollutantsinandnearcommunitieswithenvironmentaljusticeconcernswhofacedisproportionateexposuretothesepollutantsandhealthrisksandarealsoassociatedwithincreasedvulnerabilitytoCOVID-19.TheOrdinancehasbeenrevisedtoincludeareferencetotheCityManager’sauthoritytoapprove/signanintergovernmentalagreementwiththeEPAforthefunding.AdoptedonSecondReading.6.SecondReadingofOrdinanceNo.094,2022,AdoptingaGraywaterOrdinance,toAllowVoluntaryGraywaterSystemInstallations.ThisOrdinance,unanimouslyadoptedonFirstReadingonAugust16,2022,adoptsanordinancetoallowgraywatersystemstobeinstalledintheCityTheproposedgraywaterordinancewouldenactavoluntaryprogramforgraywaterusefortoiletflushinginFortCollinsUtilities’waterandwastewaterserviceareas,aswellastheserviceareasofconsentingwaterandwastewaterdistrictsintheGrowthManagementArea(GMA).TheproposedgraywaterordinancewouldbeconsistentwithStateregulatoryrequirementsandlocalwaterrightlimitations.AdoptedonSecondReading.CityofFortCollinsPage292CityCouncilProceedings
