Mason, 2nd Floor Fort Collins, CO 80522 970.221.6535 MEMORANDUM Date: July 5, 2022 To: Mayor and City Councilmembers From: Teresa Roche, Human Resources Thru: Tyler Marr, Interim Deputy City Manager RE: Work Session Summary June 28, 2022 re Charter Change to Residency Requirements ___________________________________________________________________ Six Councilmembers were present for the work session. Councilmember Tricia Canonico was absent. Staff shared a brief presentation on the current Charter language related to residency requirements and summarized the individual Council discussions on this topic. There appears to be general support for bringing forward for Council consideration Charter amendment ballot language to modify the residency requirements on July 19. General Thoughts: x Council discussed the pros and cons of ballot language that allows for any future changes to be considered as another ballot initiative versus by ordinance. x Strong agreement on residency requirements for positions not individuals with no exceptions being allowed. x A question surfaced about the timing of the ballot initiative being on the November 2022 election or the April 2023 election, though comments were made that depending on the decision to have a ballot initiative to change April elections to November, this delay could result in a delay to November 2023. Next Steps: x Staff will prepare an organizational chart identifying which positions are subject to the different residency requirements. x The City Attorney will draft ordinances that would set ballot language and Charter amendments for the various options. This will be presented for Council consideration on first reading on July 19, in light of the deadlines for submittal to the County Clerk and Recorder for the upcoming election. TR
