City Council Work Session June 28, 2022 6:00 PM A) CALL TO ORDER. B) ITEMS FOR DISCUSSION 1. Preview of the City Manager’s 2023-24 Recommended Budget. (staff: Travis Storin, Lawrence Pollack; 20 minute presentation; 30 minute discussion) The purpose of this item is to review the revenue and expense assumptions included in the 2023-24 City Manager's Recommended Budget, which will be delivered to Council and available to the public on September 2, 2022. This work session will also provide an overview of the emerging budget themes in the City’s return to a biennial budget, an ARPA update, and a brief summary of the online budget resources and public engagement tools available. 2. Charter Amendment - Residency Requirements. (staff: Teresa Roche; 5 minute presentation; 20 minute discussion) The purpose of this item is to consider charter amendments to the residency requirement for certain positions in the City Charter. The request is made in consideration of the changing nature of work and rethinking who is required to reside within the Fort Collins Urban Growth Area or within a certain distance of the Urban Growth Area. Current Charter language includes residency requirements for City of Fort Collins Page 2 deputy city managers, assistant city managers, service area directors and department heads. Changing the Charter as suggested would allow the City Manager to work with Council to determine when residency should be required, and any future decisions would be brought forward in an ordinance for Council approval. 3. Solar 120 Percent Sizing Rule and Rates. (staff: John Phelan; 15 minute presentation; 30 minute discussion) The purpose of this work session is to seek Council direction regarding revisions to the solar sizing limitations in code and for feedback on related strategies for solar credit rates. The overall objectives for local solar policy and practice are twofold: 1) to support scaled up adoption in alignment with Our Climate Future and resource planning targets; with 2) a sustainable and equitable funding for Utilities customer service, operations and infrastructure. The existing sizing requirement articulated in City Code limits new solar systems to provide no more than 120% of a customer’s historical use (the 120% Rule). The purpose of the rule is to function as a financial limit, based on legacy metering and rate structures. Reconsideration of the 120% Rule aligns with Utilities pathways towards solar pricing policies that better align with 2030 renewable goals. Staff is asking for Council feedback regarding replacing the 120% Rule with administrative policies that support Our Climate Future goals and for guidance regarding solar credit rates through 2030. 4. Draft 1041 Regulations. (staff: Kelly Smith; 12 minute presentation; 40 minute discussion) The purpose of this item is to discuss the Draft 1041 Regulations, provide an overview of how engagement influenced the draft, and highlight next steps.
