• DISCUSSION ITEMS
A. Consideration of a Motion for the City Council to ao into Executive Session:
1 move that the City Council go into executive session:
1. To interview, receive confidential information about and discuss the finalists for the city manager
position, pursuant to:
• Article Two, Section Eleven of the City Charter,
• Section 2-31(a)(1) of the City Code and
• Colorado Revised Statutes Section 24-6-402(4)(O(roman numeral one) AND
2. To discuss with the City's attorneys and appropriate management staff the manner in which the
particular policies, and practices related to the conduct of executive sessions and interviewing of
job applicants may be affected by existing or proposed provisions of federal, state or local law, to
pursuant to:
• City Charter Article Roman Numeral Two, Section 11(2),
• City Code Section 2-31(a)(2) and
• Colorado Revised Statutes Section 24-6-402(4)(b)."
RESULT: MOTION ADOPTED [UNANIMOUS]
MOVER: Emily Francis, District 6
SECONDER: Tricia Canonico, District 3
AYES: Pignataro, Francis, Arndt, Canonico, Peel, Ohlson, Gutowsky
Council returned from Executive Session and Mayor Pro Tem Francis issued the following
statement:
"First, I want to thank all my fellow councilmembers. That was probably the longest
continuous time we have all spent together.
So, after completion of a very thorough process, I will say I am not ready to move forward
with a single candidate. I feel as a City we are figuring out our vision after a long tenure with
our previous city manager coming out of a disruptive and unprecedented era due to COVID
and multiple changes in the City's executive leadership. My suggestion is that we pause the
search and extend the interim city manager position for three months while we take time to
breathe and reevaluate what is best for our city."
Councilmember Pignataro agreed more time is necessary.
Mayor Arndt thanked the candidates for their time and commitment to the process. She
acknowledged the statement is disappointing for many but it was made with due diligence and
a commitment to the future of Fort Collins. Mayor Arndt further stated she was in agreement
with Mayor Pro Tem's statement and with the several senior staff recently hired, additional
time is necessary to allow for more continuity to make a decision.

Councilmembers Gutowsky, Ohlson, Canonico and Peel all supported the decision.
2. Resolution 2022-038 Selecting a City Manager Finalist and Designating Two Councilmembers
to Work with City Staff to Develop Proposed Terms and Conditions of a City Manager
Employment Agreement for Council Consideration. (No Action Taken)
The purpose of this item is to name the selected finalist for City Manager and authorize two
members of the Council to discuss with City staff and/or the person named to develop the
terms and conditions of employment for the City Manager position.
RESULT: NO ACTION TAKEN
