Caroline Mitchell and Lindsay Ex provided the presentation. The meeting was conducted via the zoom platform. Purpose: Staff presented an overview of the work to date to explore Council's adopted priority ("Explore a Districted System for Garbage, Recycling and Compost"), including peer community research, and the results of community engagement to date. Discussion Summary: • Councilmembers supported efforts to continue pursuing contracting, including the following points: o Councilmembers noted specific goals they were seeking to achieve with contracting (see below) while also noting openness to pursuing other options that might achieve the same goals and benefits o Support was expressed to continue exploring districting as one of the options under consideration o Councilmembers discussed why this is a priority now, including connections to achieving the community's zero waste and climate goals and how the hauler landscape has changed • Councilmembers identified the following goals to consider in further development: o Improved air quality o Fewer trucks in our neighborhoods and less wear and tear on roads and the associated savings o Efficiency of services, particularly as composting comes online and the opportunity to bundle yard trimmings o Achieving the Road to Zero Waste goal as a community and the facilities needed to support that infrastructure and associated policies o Sustainable practices of the hauler(s) selected o Ensuring competition in the initial processes, as well as the ongoing processes, and what control mechanisms can be put into place to limit price increases o Ensuring equity and understanding how different community members are differently impacted, particularly in pricing and customer service • Additional Discussion a Recognition of feedback from community members wanting choice on their trash hauler DocuSign Envelope ID: DDD218A6-5919-4751-9655-4F2927F8E31F City of Fort Collins o Discussed the opt -out fee and that the price point would be set later in the process o Discussion around what would happen to hauler(s) not awarded a contract (haulers not awarded a contract would lose market share for single family customers; haulers would continue to have their existing HOA, commercial, multi -family and construction site customers as well as 12-18 months to plan before contract was implemented) o Discussion of flow control (designating the place of trash disposal); flow control decision would be made later in the process Follow Up Items: • Explore Pueblo and continue to look at other communities as possible peer examples, as well as nationwide statistics on the different systems • Better understand the state's legislation around contracting only for single family and small multi- family complexes and whether there are opportunities to influence that going forward • Understand how much of the city contracted trash and recycling service would impact, particularly the percentage of single-family homes and multi -family dwellings with fewer than seven units • Provide more information about the competitive purchasing process Next Steps: • Staff will conduct community and hauler engagement about the details of a contracted system o Future surveys will include advantages and tradeoffs of a contracted system • July 12th Work Session, which will include more specific scenarios and tradeoffs for consideration, as well as the follow-up items noted above unless they are able to be provided sooner 2
