Daggett, Legal SUBJECT Resolution 2022-054 Making an Appointment to the Poudre Heritage Alliance Board. EXECUTIVE SUMMARY The purpose of this item is to appoint a new City representative to the Poudre Heritage Alliance Board to fill the vacancy created by Councilmember Pignataro’s resignation from the Board. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION The Poudre Heritage Alliance was formed and had been established as a 501(c)(3) nonprofit organization by the early 2000’s, to manage the Cache La Poudre River National Heritage Area established by Congress in 2009, to provide for the interpretation of the river corridor, promote a variety of historical and cultural activities, engage people in the Corridor and inspire learning, preservation, and stewardship. The Board of Directors of the Poudre Heritage Alliance (the “Board”) includes members representing many governments and entities in the region, including Larimer and Weld Counties , the Cities of Fort Collins and Greeley, the Towns of Windsor and Timnath, Northern Colorado Water Conservancy District, Central Colorado Water Conservancy District, and several At-Large Members, along with Ex-Officio Members from University of Northern Colorado, Rocky Mountain National Park. Council designated Councilmember Julie Pignataro to serve as the City’s appointed representatives to the Board in May 2021; Councilmember Pignataro has indicated her desire to resign her appointment to the Board. Staff has recommended that Council appoint a new City representative to the Board, effective immediately. Natural Resources Department Director Katie Donahue has agreed to serve on the Board if Council desires to appoint her to that position. In addition, if Council appoints Ms. Donahue, the Resolution enables the City Manager to modify the appointment to another appropriately experienced and responsible staff pe rson in the future, unless and until Council acts to modify the appointment. -1- RESOLUTION 2022-054 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN APPOINTMENT TO THE POUDRE HERITAGE ALLIANCE BOARD WHEREAS, in 1986 Congress designated the Upper Cache La Poudre River as a Wild and Scenic River encompassing 75 miles of river above the community of Poudre Park, northwest of Fort Collins; and WHEREAS, in 1996, Congress enacted the Cache la Poudre River Corridor Act, Public Law 04-323, establishing the Corridor to provide for the interpretation of “unique and significant contributions to our national heritage of the cultural and historic lands, waterways and structures” within the Corridor; and WHEREAS, the Poudre Heritage Alliance was formed and had been established as a 501(c)(3) nonprofit organization by the early 2000’s, in order to manage the Cache La Poudre River National Heritage Area established by Congress in 2009, to work toward the interpret the river corridor, promote a variety of historical and cultural activities, engage people in the Corridor and inspire learning, preservation and stewardship; and WHEREAS, the Board of Directors of the Poudre Heritage Alliance (the “Board”) includes members representing many governments and entities in the region, including Larimer and Weld Counties the Cities of Fort Collins and Greeley, the Towns of Windsor and Timnath, Northern Colorado Water Conservancy District, Central Colorado Water Conservancy District, and several At-Large Members, along with Ex-Officio Members from University of Northern Colorado, Rocky Mountain National Park; and WHEREAS, on May 18, 2021, by adoption of Resolution 2021-060 the City Council designated Councilmember Julie Pignataro to serve as the City’s appointed representatives to the Board; and WHEREAS, Councilmember Pignataro has indicated her desire to resign her appointment to the Board; and WHEREAS, the Council desires to appoint a new City representative to the Board, effective immediately, and to enable the City Manager to modify the appointment in the future in their discretion, unless and until Council acts to modify the appointment. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1. That Natural Areas Department Director Katie Donahue is hereby appointed to serve as the City’s representative on the Poudre Heritage Alliance Board, effective immediately, until such time as the City Manager in their discretion acts to appoint a different City staff person with similarly appropriate experience and responsibilities, or such time as Council acts to modify this appointment. -2- Passed and adopted at a special meeting of the Council of the City of Fort Collins this 19th day of April, A.D. 2022. _________________________________ Mayor ATTEST: _____________________________ City Clerk
