SUBJECT
Resolution 2022-040 Ratifying the Appointment of Anuja Riles and Randyn Heisserer-Miller to the Poudre
River Library District Board of Trustees and Designating Janelle Branzington as an Alternate.
EXECUTIVE SUMMARY
The purpose of this item is to make appointments to the Poudre River Library District Board of Trustees. Anuja
Riles and Randyn Heisserer-Miller will be appointed to a first term, and designating Janelle Branzington as an
alternate should a vacancy occur on the Board prior to the next recruitment process.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
In November 2006, voters approved the formation of the Fort Collins Regional Library District. The name was
changed to the Poudre River Public Library District in February 2009. Council and County Commissioners
established the initial seven-member Board of Trustees for the District.
The intergovernmental agreement between the City, County and District sets out the process for appointing
Trustees. It provides that a committee comprised of two members of Council and two Commission ers will
recommend a candidate for appointment who must be ratified by a two -thirds majority of both the full Council
and the Commissioners.
The Committee, comprised of Mayor Pro Tem Emily Francis and Councilmember Julie Pignataro and Larimer
County Commissioners John Kefalas and Kristen Stephens, met on March 29, 2022 to fill two open seats on
the Board of Trustees, one for three years remaining of a four -year term, and one for a four-year term. The
three members of the Committee present agreed to appoint Anuja Riles and Randyn Heisserer-Miller to fill the
two open. Janelle Brazington was also interviewed by the committee on March 29, 2022 and was designated
as an alternate.
The Committee reconvened on April 13 to finalize the terms of the two new Board members:
1. Anuja Riles will be appointed to the open spot with a term expiring March 2026.
2. Randyn Heisserer-Miller will be appointed to fill the vacancy with a term expiring March 2025.
3. Janelle Brazington was designated as an alternate should the Board need to fill an unexpected vacancy
due to a Trustee resigning before the end of their term.

RATIFYING THE APPOINTMENT OF ANUJA RILES AND
RANDYN HEISSERER-MILLER TO THE
POUDRE RIVER LIBRARY DISTRICT BOARD OF TRUSTEES AND
DESIGNATING JANELLE BRANZINGTON AS AN ALTERNATE
WHEREAS, on November 7, 2006, the voters approved a citizen initiative to establish
and fund the Fort Collins Regional Library District, now called the Poudre River Public Library
District (the “Library District”), pursuant to Sections 24-90-101 to 606 of the Colorado Revised
Statutes (the “Library Law”); and
WHEREAS, the Library District is governed by a board of seven trustees appointed by
the City Council and Larimer County Commissioners; and
WHEREAS, pursuant to the Library Law, the City Council and Larimer Co unty
Commissioners have each appointed two of their members to a committee (the “Committee”) to
fill open seats on the board of trustees of the Library District; and
WHEREAS, pursuant to the Bylaws of the Library District Board of Trustees, a trustee
may serve no more than two consecutive four-year terms, which are staggered so that typically
one or two trustees are appointed or reappointed every year; and
WHEREAS, there are two open seats on the Poudre River Library District Board of
Trustees, one with three years remaining of a four-year term, and one for a four-year term; and
WHEREAS, on March 29, 2022, the Committee met and unanimously agreed to name
Anuja Riles and Randyn Heisserer-Miller to fill the two open seats on the Board; and
WHEREAS, the Committee also named Janelle Brazington as the backup candidate
should someone leave the Board unexpectedly before the next recruitment process; and
WHEREAS, on April 13, 2022, the Committee reconvened to finalize the terms of the
two new trustees, and decided that Anuja Riles would be appointed for a four-year term and
Randyn Heisserer-Miller would be appointed for a three-year term; and
WHEREAS, Section 24-90-108(2)(c) of the Library Law requires that the Committee’s
trustee appointments be ratified by a two-thirds majority vote of the legislative body of each
governmental unit participating in the District.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.

Section 2. That pursuant to the requirements of the Colorado Library Law, the City
Council, by a two-thirds majority vote of its members, hereby ratifies the Committee’s
appointment of Anuja Riles to fill a vacancy with a term expiring March 2026, and Randyn
Heisserer-Miller to fill a vacancy on the Board with a term expiring March 2025, and ratifies the
designation of Janelle Brazington as an alternate should the Board need to fill a vacancy due to a
Trustee resigning before the end of their term and prior to the next Board recruitment process,
provided, however, that such action is contingent upon the Larimer County Commissioners
taking similar action.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
19th day of April, A.D. 2022.
