On February 15, Council adopted nine ordinances on first reading including local amendments related to EV charging infrastructure. Based on Council feedback, Staff will bring the ordinance package back for a second reading with suggested revisions to the Electric Vehicle charging ordinance language related for affordable housing. The options presented to Council include the following: First Reading Adoption 2021 IBC Reference, EV parking spaces required for new multi-family buildings – 10% EVSE installed, 20% EV ready, 40% EV capable Alternative Options for Affordable Housing Option 1 – 10% EV Capable Option 2 – 10% EV Capable + 10% EV Ready Option 3 – 10% EV Capable + 10% EV Ready + One EVSE Installed Mayor Arndt, Councilmembers Francis, Pignataro, Canonico, Gutowsky, and Ohlson were present. DocuSign Envelope ID: 145563FB-4879-4A5E-A41F-404826F88463 2 Feedback Overall: Several Councilmembers recognized the options presented by staff as progress towards resolving cost issues, and also encouraged the inclusion of a fourth option to be presented at Second reading on April 5, 2022 . Specific Feedback  Councilmembers suggested that staff add a fourth option to include 20% EV Capable + 15% EV Ready  Councilmembers expressed that they do not want to miss an opportunity to provide the needed infrastructure and choices for residents.  Councilmembers expressed gratitude for an opportunity to discuss alternative options for EV charging building codes at Affordable Housing, however several Councilmembers expressed concern that staff options may have reduced the requirements too far.  Councilmember expressed interest in staff identifying how higher requirements for EV infrastructure could be paired with financial support to offset construction costs.  Councilmembers acknowledged the costs of EV infrastructure being lower during new construction compared to retrofitting an existing building.  Councilmembers acknowledged the complexity of managing EV chargers at affordable housing and requested more information about options for building owners to manage EV electricity costs. Additionally, several Councilmembers requested more information about the additional cost for Utilities capacity fees and transformer upgrades related to any options above current.
