RE: February 8, 2022 Work Session Summary – Advancing Transit Initiatives
The purpose of this item was to provide updates on Transit Master Plan (TMP) projects in
various stages of development. Staff sought Council feedback about the current direction of
these projects and next steps. All Councilmembers were present.
Councilmembers expressed support for the projects in development and for transit initiatives
generally.
Specific Feedback:
x Dialogue and support for an increased focus on shifting the culture toward transit use
transportation demand management or TDM (good examples being Shift Your Ride
campaign and mountain towns)
x Emphasis and support for continued and upcoming collaboration with Poudre School District
x Support for increasing frequency and routes on the west and south of town (Districts 3 & 4)
x Appreciation and acknowledgement for the difficult work performed by bus operators during
the continuing pandemic and related impacts.
Comments and Clarifications:
x Councilmembers expressed interest in learning and exploring more about ridership trends
post-pandemic. Staff shared anecdotal observations, survey findings, and described
forecasts from larger cities such as Denver.
x Councilmembers expressed curiosity about what micro transit and Mobility as a Service
(MaaS) options might look like. Staff gave examples including similarities to how the current
Dial-a-Ride system works. Staff discussed a possible micro transit pilot offer in the next BFO
cycle.
x A councilmember inquired about the timing and feasibility of a new bus rapid transit (BRT)
route on the Harmony corridor. Staff shared that this project was some years off and would
require substantial ridership increases to receive FTA support and funding.
Councilmembers also shared suggestions about how to further improve the information shared,
including sharing more accurate or definitive conceptual drawings, schematics and examples.

Next Steps
x Staff will continue funding discussions with Council Finance Committee
x Staff will continue to update Council on these projects as new milestones are reached or
determined.
