EXECUTIVE SUMMARY This Ordinance, unanimously adopted on First Reading on February 15, 2022, appropriates $10,000 in philanthropic revenue for Fort Collins Police Services received from the Howard G. Buffe tt Foundation for the purchase and training of a K9 as designated by the donor. The award of $10,000 from The Howard G. Buffett Foundation underwrites the purchase, related travel, and training of a K9. The philanthropic support adds a sixth canine unit to FCPS, and greatly furthers our commitment to public safety. EXECUTIVE SUMMARY The purpose of this item is to appropriate $10,000 in philanthropic revenue for Fort Collins Police Services received from the Howard G. Buffett Foundation for the purchase and training of a K9 as designated by the donor. The award of $10,000 from The Howard G. Buffett Foundation underwrites the purchase, related travel, and training of a K9. The philanthropic support adds a sixth canine unit to FCPS, and greatly furthers our commitment to public safety. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BACKGROUND / DISCUSSION Public safety is the primary focus of The Howard G. Buffett Foundation’s community-based grantmaking in the United States. The Foundation partners with local sheriffs’ offices and law enforcement agencies to identify and address key community public safety concerns. The philanthropic award is designated for the sole purpose of the purchase and training of a K9. Fort Collins Police Services currently has five dogs in the K9 Unit, a specialized division consisting of dog/handler teams. A focus of a K9 Unit is to increase the safety of officers involved on calls and reduce the number of officer hours spent on calls. It is estimated that each K9 team can save between 800 and 1,000 officer hours per year. K9 teams respond to violent calls, building searches related to alarms or reports of forced entry, fleeing subjects, searches for missing, lost, or endangered children or persons, and narcotic calls. CITY FINANCIAL IMPACTS This Ordinance will appropriate $10,000 in philanthropic revenue through City Give for Fort Collins Police Services. The funds have been received and accepted per City Give Administrative and Financial Policy. ATTACHMENT 1 COPY -1- ORDINANCE NO. 017, 2022 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PHILANTHROPIC REVENUE RECEIVED THROUGH CITY GIVE TO FUND A POLICE SERVICES CANINE (K9) UNIT WHEREAS, the Howard G. Buffett Foundation (“Foundation”) partners with law enforcement agencies to identify and address key community public safety concerns, as public safety is the primary focus of the Foundation’s community-based grantmaking in the United States; and WHEREAS, the Foundation has awarded $10,000 to the City’s City Gives program to underwrite the purchase, related travel, and training of an additional K9, which will be partnered with an officer/handler to become the sixth K9 team serving Fort Collins Police Services (FCPS); and WHEREAS, FCPS currently has five dogs in the K9 Unit, a specialized division consisting of dog/handler teams, that respond to violent calls, building searches related to alarms or reports of forced entry, fleeing subjects, searches for missing, lost, or endangered children or persons, and narcotic calls; and WHEREAS, a focus of a K9 Unit is to increase the safety of officers involved on calls and reduce the number of officer hours spent on calls, which reduction is estimated to save between 800 and 1,000 officer hours per year; and WHEREAS, this appropriation benefits public health, safety and welfare of the citizens of Fort Collins and serves a public purpose because FCPS K9 units increase the safety of FCPS officers involved on calls and reduce the number of officer hours spent in response to violent calls, building searches related to alarms or reports of forced entry, fleeing subjects, searches for missing, lost, or endangered children or persons, and narcotic calls; and WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon the recommendation of the City Manager, to make supplemental appropriations by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS, the Interim City Manager has recommended the appropriation described herein and determined that this appropriation is available and previously unappropriated from the General Fund and will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues and all other funds to be received in this Fund during this fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: -2- Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2. That there is hereby appropriated from philanthropic revenue from the prior year reserve in the General Fund the sum of TEN THOUSAND DOLLARS ($10,000) for expenditure in the General Fund for the Police Services K9 Unit.
