SUBJECT
First Reading of Ordinance No. 016, 2022, Appropriating Philanthropic Revenue Received Through City Give
for the Larimer County Veterans Memorial.
EXECUTIVE SUMMARY
The charitable gift is received from VFW Rocky Mountain Post 1781 for the upkeep and maintenance of the
Larimer County Veterans Memorial located in Edora Park and honors Larimer County veterans kille d in military
service.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The donor's intent of the philanthropic contribution in the amount of $25,367 is for the purposes of the care,
upkeep and maintenance of the Memorial which honors the men and women who served in the armed forces
and who gave their lives in the service of their country.
In 1987, the City passed a resolution, allowing a parcel of land in Edora Park to be used by the Veterans
Memorial Project for the construction of a Larimer County Veteran's Memorial. The Memorial would include
names of veterans killed in action during World War I, World War II, Korean War, Vietnam War and other U.S.
military conflicts.
Since the Memorial’s dedication in 1989, VFW Rocky Mountain Post 1781 has served as a repository of
funding from local veterans, residents, and veterans service agencies. The transfer of these funds was made
in conjunction with a formalized agreement for the long-term upkeep of the Memorial, including a process to
ensure the timely and accurate addition of future names.
CITY FINANCIAL IMPACTS
This Ordinance will appropriate $25,367 in philanthropic revenue for the Larimer County Veterans Memorial.
The funds have been received and accepted per City Give Administrative and Financial Policy.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PHILANTHROPIC REVENUE RECEIVED THROUGH
CITY GIVE FOR THE PARKS DEPARTMENT FOR THE
LARIMER COUNTY VETERANS MEMORIAL
WHEREAS, the Larimer County Veterans Memorial (“Memorial”) is located in Edora
Park and honors Larimer County veterans who were killed in action in service to the United
States; and
WHEREAS, the Veterans of Foreign Wars Rocky Mountain Post 1781 (“VFW”) has
generously donated $25,367 for the upkeep and maintenance of the Memorial; and
WHEREAS, the donation was made in conjunction with a donor agreement between the
City and the VFW for the long-term upkeep of the Memorial (the “Agreement”), which includes
a process to ensure the timely and accurate addition of future names; and
WHEREAS, the Agreement, signed in July 2021, does not obligate the City to spend
funds to maintain the Memorial beyond the amount of the donation, and recognizes that the
Memorial is the City’s property and that the City may repair, replace, move, or remove the
Memorial at any time in the City’s discretion; and
WHEREAS, this appropriation benefits public health, safety and welfare of the citizens
of Fort Collins and serves the public purpose of maintaining a memorial to Larimer County
veterans who were killed in military service; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make a supplemental appropriation by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriation, in
combination with all previous appropriations for that fiscal year, do not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal
year; and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that these appropriations are available and previously unappropriated
from the General Fund and will not cause the total amount appropriated in the General Fund to
exceed the current estimate of actual and anticipated revenues and all other funds to be received
in that fund during this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from philanthropic revenue in the
General Fund the sum of TWENTY-FIVE THOUSAND THREE HUNDRED SIXTY-SEVEN

DOLLARS ($25,367) for expenditure in the General Fund for the Parks Department for the
Larimer County Veterans Memorial.
Introduced, considered favorably on first reading, and ordered published this 15th day of
February, A.D. 2022, and to be presented for final passage on the 1st day of March, A.D. 2022.
