A) CALL TO ORDER.
B) ITEMS FOR DISCUSSION
1. Phase 1 Land Use Code Update - Housing Diagnostic Report. (staff: Noah Beals; 15 minute
presentation; 45 minute discusison)
The purpose of this work session is to:
1. Provide updates on progress for the Land Use Code (LUC) Phase 1 Update, which implements
several Housing Strategic Plan strategies:
a. Assess displacement and gentrification risk (Strategy 1);
b. Remove barriers to the development of accessory dwelling units (Strategy 7);
c. Recalibrate existing incentives to reflect current market conditions (Strategy 13);
d. Create additional development incentives for affordable housing (Strategy 14);
e. Explore financing and other barriers to missing middle and innovative housing (Strategy 15);
and
f. Remove barriers to allowed densities through code revisions (Strategy 16).

2. Seek input on the findings from the LUC Phase 1 Diagnostic Report.
3. Seek Council’s insights about the tensions and tradeoffs involved in addressing the Diagnostic
Report findings, in particular:
a. Enabling more housing diversity and capacity by right in Priority Place Types and within a
5-minute walk to transit (Recommendations 1, 4, and 8)
b. Recalibrating parking requirements in Priority Place Types and within a 5-minute walk to
transit (Recommendations 4 and 10)
c. Regulating development through form-based standards (Recommendations 2, 5, and 7)
d. Expanding incentives for Affordable Housing development (Recommendations 6 and 9)
2. Advancing Transit Initiatives. (staff: Drew Brooks; 10 minute presentation; 45 minute discussion)
The purpose of this work session is to provide an update on the progress of Transit Master Plan (TMP)
projects and seek feedback from Council. Transfort currently has several projects in various stages of
completion, including the West Elizabeth Bus Rapid Transit (BRT) corridor, North College Transit
Oriented Development Study, Fleet Electrification, Funding and Fare Study, and others. This work
session will provide milestone updates on all current large projects and briefly preview future projects.
3. Active Modes Plan. (staff: Cortney Geary; 10 minute presentation; 30 minute discussion)
The purpose of this item is to provide an update on progress developing the Active Modes Plan and
seek feedback from Council. The Active Modes Plan will combine and update the 2011 Pedestrian
Plan and 2014 Bicycle Plan as well as incorporating micromobility devices such as skateboards and
scooters. The project team is finalizing the visioning and existing conditions phases and has started
drafting recommendations and developing a prioritization framework. The plan is anticipated for
Council adoption in August 2022.
