A) CALL TO ORDER.
B) ITEMS FOR DISCUSSION.
1. Recovery Plan Discussion. (staff: SeonAh Kendall; 15 minute presentation; 45 minute discussion)
The purpose of this item is to provide an overview of the Fort Collins Recovery Plan (The Plan) themes,
outcomes, and objectives. In addition, staff will map out the process for American Rescue Plan Act’s
(ARPA) State and Local Fiscal Recovery Fund Budget for Outcomes (BFO) offers in the 2023-2024
budget process and the regional approach to the State of Colorado’s ARPA funds.
While our primary focus continues to be protecting the health and safety of our community, a return to
“business as usual” is not the sole goal of recovery. The Plan works to address the trauma that the
COVID-19 pandemic has had on our community, reduce future shocks, and focus on the inclusion and
well-being of our community to increase resilience and move toward a vibrant future.

As many communities begin to structure their recovery plans on ARPA expenditures, the City’s intent
is to be transformational vs transactional in recovery. The past 22+ months has shone a light on the
vast inequities and disparities in our community, but also sparked innovation and regional collaboration
to respond to the ever-changing health and economic circumstances.
A bottom-up community engagement approach is being utilized to inform the Plan. ARPA funds are
one tool to help the community achieve our vision that “Fort Collins residents and businesses are
able to participate in a resilient, vibrant and inclusive future.” The Plan seeks to leverage this
historic opportunity to make bold, long-term investments for recovery.
2. Remote Work Sessions - 6 month Follow up. (staff: Ginny Sawyer; 5 minute presentation, 20 minute
discussion)
The purpose of this item is to revisit remote work sessions and discuss any desired changes going
forward.
3. Temporary Housing for Disaster Relief. (staff: Caryn Champine; 10 minute presentation; 40 minute
discussion)
This item was revised to update the Next Steps table on page 5.
The purpose of this work session is to share information with Council about potential regulatory
barriers that would prevent households in Fort Collins from hosting residents impacted by the
Marshall/Boulder County Fire; and to propose for Council’s consideration options to remove or reduce
those barriers.
