Resolution 2021-121 Making Appointments to the Historic Preservation Commission.
EXECUTIVE SUMMARY
The purpose of this item is to fill vacancies on the Historic Preservation Commission.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
This Resolution appoints two new members to the Historic Preservation Board to fill vacancies that have arisen
over the past year due to resignations.
On December 6, 2021, Mayor Jeni Arndt and Councilmembers Susan Gutowsky and Kelly Ohlson held
interviews for open positions on the Historic Preservation Commission. The Mayor and both Coun cilmembers
recommend the following for appointment:
• Margo Ann Carlock
• Eric Guenther
These terms will begin immediately upon adoption of the resolution. Names of those individuals recommended
to fill vacancies have been inserted in the Resolution with the expiration date following the names.

The three most important issues facing the Historic Preservation Commission:
Growth: Fort Collins is a rapidly growing city, attracting new residents from many areas of the
country. As a result, there are varying degrees of understanding and appreciation for the history
of the community, from both an architectural and a cultural perspective. When making decisions
that impact property owners, it is important that the Commission:
● Offers clear and consistent guidelines and planning resources
● Approaches each scenario with a ‘win-win’ mindset
● Recognizes the need for livability within a historical context
● Promotes sustainability and efficiency
Private Investment:Over the past half century, Fort Collins city leaders have done an
excellent job executing a plan that has contributed to the great quality of life we all enjoy today.
As a result, residents have demonstrated a strong interest in investing personal resources in
their homes and businesses. It is important the Commission encourages continued investment
while protecting the unique attributes that make this such a wonderful community. For our city
to thrive in the future we need to maintain its charm while encouraging well-managed property
improvements. The Commission plays a vital role in helping new buyers, current residents,
contractors and realtors understand the long-term vision as it relates to design, materials,
footprints and even landscaping. This process must be viewed as transparent and accessible to
all stake-holders.
Diverse Perspectives:Diversity is the foundation of any successful community or
organization. Fort Collins is blessed to be a diverse community with widely varying perspectives
on just about everything, including what constitutes ‘appropriate’ development. Ultimately, our
citizens have the same objective in mind, but very diverse opinions on how to achieve it. The
Commission faces daily challenges as it navigates this range of opinions. Listening, questioning
and including people in the process is the best approach to any issue. If everyone feels their
voice is heard, they can generally accept a decision.

National Association For Interpretation May 2013 to present
Executive Director
• Oversees all aspects of business management of NAI including business planning, strategic
planning, personnel management, data management, communications, marketing, promotions
and public relations.
• Serves as an ex officio member of the Board of Directors and provide monthly updates to the Board
of Directors regarding financial and organizational progress toward action plan objectives.
• Supervises performance review process for all staff members and determine annual salary
increases and bonuses with Board approval within the annual budget process.
• Conducts performance reviews for all direct reports within the current organizational chart.
• Ensures that all funds, assets and other property of the Association are properly safeguarded and
administered and accounted for under Generally Accepted Accounting Principles (GAAP) and
coordinate an annual external audit in cooperation with the NAI Board.
• Arranges and oversees an annual audit, 990 report to the IRS, and all other legal documents and
filings required by federal, state and local laws.
• Serves as the legal agent of the corporation in creation and supervision of all contracts and
agreements; maintain and archive all legal records of the corporation.

Foreign Service Officer
Assistant Information Officer in the U.S. Embassy in Dakar, Senegal and Warsaw, Poland. Wrote and distributed press

NAI Announces Retirement of Executive Director Margo
Carlock
After almost eight years of dedicated service to the National Association for Interpretation (NAI) and the field of interpretation, Margo Carlock has announced
her retirement as NAI’s Executive Director effective September 30.
Jay Miller, NAI President, notes, “For myself and the Board of Directors, this is sad news. I have had the honor of working with Margo and have seen her
leadership in action. Margo is thoughtful and creative, providing inspiration and motivation to the Board and the professional staff. She has set a high
standard for integrity and respect. She is constantly focused on what is best for NAI, the members, and the profession, including business practices that
have moved NAI from operating in the red to paying off the mortgage and operating in the black. Under her leadership we have seen our membership grow
to over 7,000 and include members from over 30 countries. I thank her for her dedication to NAI and wish her all the best in her retirement.”
Margo came to NAI after a long career in public service in state and federal agencies, including as a diplomat in the US Foreign Service, and in leadership
roles in nonprofit museum and cultural organization management. She has been a staunch advocate for our nation’s natural and cultural heritage resources.
As Executive Director, Margo joined NAI in a transitional period of the association’s history. Under her leadership, NAI was able to cut expenses, increase
revenue, pay off debt, and build reserves, which will help NAI survive the impact of the coronavirus pandemic and take the association into its next chapter.
Other achievements during her tenure include:
A robust growth in membership, particularly in the area of museum and cultural heritage interpretation
Expansion of certification and other training programs
The revision of national standards for interpretation that will inform revised certifications
A revitalized national conference, and the development of a partnership model for NAI’s international conference
Operational improvements including an enhanced association management system and its integration with NAI’s certification database
Increased visibility on the national level and partnerships with sister organizations
Advocacy for the field both internally and externally
“It is with mixed emotions that I leave NAI,” Margo said. “I have truly enjoyed working with the wonderful staff and dedicated board members who together
have made NAI such an outstanding organization over the years. I have the greatest admiration and respect for our members and the difficult but rewarding
work they do, and feel blessed that I have met so many incredible people who I am honored to count as friends.”
Margo’s plans for retirement include dusting off her golf clubs and joining her partner Russ and their golden retriever Lucky in hitting the road to explore our
nation’s parks and historic sites. She hopes to stay engaged with the field though, and will be looking for ways to continue to make meaningful
contributions.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE HISTORIC PRESERVATION COMMISSION
WHEREAS, vacancies currently exist on the Historic Preservation Commission; and
WHEREAS, Councilmembers interviewed candidates for these appointments on
December 6, 2021; and
WHEREAS, the City Council desires to make appointments to fill these vacancies on
the Historic Preservation Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the following named persons are hereby appointed to fill the
vacancies on the Historic Preservation Commission with a term to begin and expire as
noted below next to each applicant’s name.
