Emergency Communications Adam Stephens, Legal SUBJECT Resolution 2021-118 Authorizing the Execution of an Intergovernmental Agreement Between the City of Fort Collins, the City of Loveland, Larimer County and the Larimer Emergency Telephone Authority Concerning Network Connectivity. EXECUTIVE SUMMARY The purpose of this item is to authorize the City to enter into an Intergovernmental Agreement (IGA) with the City of Loveland, Larimer County, and the Larimer Emergency Telephone Authority (LETA) concerning the Combined Regional Information Systems Project (CRISP) network connecting with the LETA network to provide area Public Safety Answering Points (P SAP) to operate seamlessly from the LETA backup center as necessary. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION The Combined Regional Information Systems Project (“CRISP”) network is a joint effort of par tner agencies City of Fort Collins, City of Loveland and Larimer County, and other associate public safety agency members within Larimer County, to share in the use and cost of various law enforcement related computer systems. Paragraph 6.1 of the CRISP Master Intergovernmental Agreement dated July 17, 2018 (“the CRISP IGA”) requires that Larimer County, the City of Loveland, and the City of Fort Collins (“the Partners) provide their written agreement for interconnection by another agency to the CRISP network. The Larimer Emergency Telephone Authority (“LETA”) is responsible for the administration of 911 in Larimer County. LETA has built a backup PSAP at their location at 4872 Endeavor Drive to support the five existing PSAP’s in the event they need to evacuate, relocate, or expand their operations as necessary. The Partners support and would like the CRISP network to interconnect to LETA’s network at 4872 Endeavor Drive, Suite 200, in Johnstown, Colorado (“LETA’s Network”) to allow any of the five PSA P’s to operate seamlessly from the backup PSAP. Larimer County Sheriff’s Office has also agreed to allow its Originating Agency Identifier (“ORI”) to be used at the backup PSAP for purposes of querying the Criminal Justice Information Services (“CJIS”) system so long as any Member Agency’s dispatcher uses their own Operator Security Number (“OSN”). With this connection, the CRISP Steering Committee will implement any operational policies needed to ensure proper recordkeeping, such as precluding a Member Agency’s dispatcher from making entries into the CJIS Agenda Item 12 Item # 12 Page 2 system from the backup PSAP. Police Services staff is recommending that the City Council authorize a written agreement for the CRISP System or network to interconnect to LETA’s Network. CITY FINANCIAL IMPACTS None. PUBLIC OUTREACH -1- RESOLUTION 2021-118 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF FORT COLLINS, THE CITY OF LOVELAND, LARIMER COUNTY AND THE LARIMER EMERGENCY TELEPHONE AUTHORITY CONCERNING NETWORK CONNECTIVITY WHEREAS, the Combined Regional Information Systems Project (“CRISP”) network is a joint effort of partner agencies City of Fort Collins, City of Loveland and Larimer County (the “Partners”), and other associate public safety agency members within Larimer County (“Member Agencies”), to share in the use and cost of various law enforcement related computer systems pursuant to the CRISP Master Intergovernmental Agreement dated July 17, 2018 (the “CRISP IGA”); and WHEREAS, Paragraph 6.1 of the CRISP IGA requires that Larimer County, the City of Loveland, and the City of Fort Collins (the “Partners”) provide their written agreement before any Member Agency can interconnect with the CRISP network; and WHEREAS, the Larimer Emergency Telephone Authority (“LETA”) is responsible for the administration of 911 in Larimer County and has built a backup PSAP at their location at 4872 Endeavor Drive to support the five existing Public Safety Answering Points (“PSAP”) in the event any PSAPs need to evacuate, relocate, or expand their operations; and WHEREAS, the Partners support and would like the CRISP network to interconnect to LETA’s network at 4872 Endeavor Drive, Suite 200, in Johnstown, Colorado (“LETA’s Network”) to allow any of the five PSAP’s to operate seamlessly from the backup PSAP; and WHEREAS, the Larimer County Sheriff’s Office has also agreed to allow its Originating Agency Identifier to be used at the backup PSAP for purposes of querying the Criminal Justice Information Services (“CJIS”) system so long as any Member Agency’s dispatcher uses their own Operator Security Number; and WHEREAS, with this connection, the CRISP Steering Committee will implement any operational policies needed to ensure proper recordkeeping, such as precluding a Member Agency’s dispatcher from making entries into the CJIS system from the backup PSAP; and WHEREAS, based on and incorporating the recitals above, the Partners wish to give their written agreement for the CRISP network to interconnect to LETA’s Network. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes any and all determinations and findings contained in the recitals set forth above. -2- Section 2. That the Mayor is hereby authorized to execute the CRISP Interconnection Agreement attached hereto as Exhibit “A” with such additional terms and conditions as the Interim City Manager, in consultation with the City Attorney, determines to be necessary and appropriate to protect the interests of the City or effectuate the purpose of this Resolution. Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 21st day of December, A.D. 2021. __________________________________ Mayor ATTEST: _____________________________ Interim City Clerk 1 CRISP Interconnection Agreement WHEREAS, paragraph 6.1 of the CRISP Master Intergovernmental Agreement dated July 17, 2018 (“the CRISP IGA”) requires Larimer County, the City of Loveland, and the City of Fort Collins (“the Partners”) provide their written agreement for interconnection to the CRISP System or network; WHEREAS, Larimer Emergency Telephone Authority (“LETA”) is responsible for the administration of 9-1-1 in Larimer County and built a backup Public Safety Answering Point (“PSAP”) at 4872 Endeavor Dr., Suite 200, in Johnstown, Colorado to support the five (5) existing PSAPs spread throughout Larimer County (“the backup PSAP”); WHEREAS, the Partners would like the CRISP System or network to interconnect to LETA’s network at 4872 Endeavor Dr., Suite 200, in Johnstown, Colorado (“LETA’s Network”) to allow any PSAP to operate seamlessly from the backup PSAP in the event any PSAP needs to evacuate, relocate, or expand for any reason; WHEREAS, Larimer County Sheriff’s Office hereby agrees to allow its Originating Agency Identifier (”ORI”) be used at the backup PSAP for purposes of querying the Criminal Justice Information Services (“CJIS”) system so long as any Member Agency’s dispatcher using his or her own Operator Security Number (“OSN”); WHEREAS, the Partners agree that the CRISP Steering Committee should implement any operational policies needed to ensure proper recordkeeping, such as precluding a Member Agency’s dispatcher from making entries into the CJIS system from the backup PSAP; and NOW THEREFORE, based on and incorporating the recitals above, the Partners hereby give their written agreement for the CRISP System or network to interconnect to LETA’s Network. This Agreement may be executed by original, scanned, or digital counterpart signatures and shall have the same force and effect as if all signatures appeared on the same original.
