SUBJECT
Second Reading of Ordinance No. 162, 2021, Appropriating Unanticipated Grant Revenue in the Cultural
Services and Facilities Fund for The Gardens on Spring Creek.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on December 7, 2021, appropriates unanticipated
grant revenue in the Cultural Services and Facilities Fund for The Gardens on Spring Creek programs. This
appropriation includes $49,905 of grant revenues awarded on October 22, 2021, by the Institute of Museum
and Library Services to support personnel and expenses of The Gardens Health and Wellbeing Enhancement
Programs.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

SUBJECT
First Reading of Ordinance No. 162, 2021, Appropriating Unanticipated Grant Revenue in the Cultural Services
and Facilities Fund for The Gardens on Spring Creek.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate unanticipated grant revenue in the Cultural Services and Facilities
Fund for The Gardens on Spring Creek programs. This appropriation includes $49,905 of grant revenues
awarded on October 22, 2021, by the Institute of Museum and Library Services to support personnel and
expenses of The Gardens Health and Wellbeing Enhancement Programs.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The Institute of Museum and Library Services (IMLS) is a part of the federal government, whose mission is to
advance, support and empower America’s museums, libraries, and related organizations through grantmaking,
research, and policy development. The Gardens has been awarded an IMLS American Rescue Plan grant to
support Health and Wellness Enhancement Programs created and expanded throughout the pandemic, while
enhancing the interpretive experiences to be more inclusive of our Spanish speaking community. The grant
specifies that the funds can be utilized to cover hourly personnel, operations and activities of these Health and
Wellness Programs from November 1, 2021, through October 31, 2022.
CITY FINANCIAL IMPACTS
The Gardens appropriations in the Cultural Services and Facilities Fund would increase by $49,905. Matching
fund requirements of $57,114 include existing staffing and supplies in The Gardens 2022 budget.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE CULTURAL SERVICES
AND FACILITIES FUND FOR THE GARDENS ON SPRING CREEK
WHEREAS, The Gardens on Spring Creek (“The Gardens”) has been awarded a grant in
the amount of $49,905 (the “Grant”) by the Institute of Museum and Library Services (“IMLS”),
which is an independent agency of the federal government; and
WHEREAS, the Grant has been awarded to support The Gardens’ health and wellness
programs and to create a more inclusive interpretive experience for members of the Spanish-
speaking community; and
WHEREAS, Grant funds may be expended to pay hourly personnel, operations and
activities of the health and wellness programs from November 1, 2021, through October 31, 2022;
and
WHEREAS, the Grant includes matching fund requirements of $57,114, which will be paid
using The Gardens’ existing 2022 budget, and requires the City to comply with the General Terms
and Conditions for IMLS Discretionary Grant and Cooperative Agreement Awards; and
WHEREAS, this appropriation benefits the public health, safety, and welfare of the
residents of Fort Collins and serves the public purpose of supporting educational and wellness
experiences for community members; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations, in
combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal year;
and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Cultural Services and Facilities Fund and will not cause the total amount appropriated in the
Cultural Services and Facilities Fund to exceed the current estimate of actual and anticipated
revenues and all other funds to be received in that Fund during this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.

Section 2. That the City Council hereby approves of the Grant and authorizes the
Interim City Manager, or their designee, to execute forms reasonably required for purposes of
receiving the Grant.
Section 3. That there is hereby appropriated from unanticipated grant revenue in the
Cultural Services and Facilities Fund the sum of FORTY-NINE THOUSAND NINE HUNDRED
FIVE DOLLARS ($49,905) for expenditure in the Cultural Services and Facilities Fund for The
Gardens on Spring Creek.
Introduced, considered favorably on first reading, and ordered published this 7th day of
December, A.D. 2021, and to be presented for final passage on the 21st day of December, A.D.
2021.
