EXECUTIVE SUMMARY This Ordinance, unanimously adopted on First Reading on November 16, 2021, amends City Code to align the Human Services and Housing Funding Board’s Work Plan and Annual Report submission deadlines to the standard dates established by the City Clerk’s Office and the City Code for all other boards and commissions. EXECUTIVE SUMMARY The purpose of this item is to amend City Code to align the Human Services and Housing Funding Board’s Work Plan and Annual Report submission deadlines to the standard dates established by the City Clerk’s Office and the City Code for all other boards and commissions. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BACKGROUND / DISCUSSION Section 2-81 of City Code requires that each City board and commission file an Annual Report with the City Clerk on or before January 31 of each year and file a Work Plan for the following year with the City Clerk on or before November 30 of each year. City Code Section 2-146(c) creates different reporting requirements for the Human Services and Housing Funding (HSHF) Board (previously known as the CDBG Commission) that are no longer necessary or appropriate. City Code currently directs the HSHF Board to submit both its annual Work Plan and Annual Report several months prior to the City Clerk’s standard dates set forth in Section 2-81. The unique reporting deadlines for the HSHF Board were originally established to closely align with the federal budget calendar and HUD time lines. This is no longer necessary for federal requirements or City processes. This Ordinance repeals City Code Section 2-146(c) so that the Work Plan and Annual Report deadline requirements will default to those established in City Code Section 2-81 for all boards and commissions. ATTACHMENT 1 COPY -1- ORDINANCE NO. 158, 2021 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 2-146 OF THE CODE OF THE CITY OF FORT COLLINS REGARDING THE HUMAN SERVICES AND HOUSING FUNDING BOARD WHEREAS, Section 2-81 of the City Code requires that each City board and commission file an annual report with the City Clerk on or before January 31 of each year, and file a work plan for the following year with the City Clerk on or before November 30 of each year; and WHEREAS, since it was created by the City Council in 1990, the Human Services and Housing Funding Board, formerly called the Community Development Block Grant (CDBG) Commission (the “Board”), has had an October 31 annual reporting date, and an August 31 date to file its annual work plan, based on the federal CDBG fiscal year; and WHEREAS, these alternate filing dates for the Board are currently listed in Section 2- 146(c) of the City Code, which creates an exception to the standard filing requirements in Section 2-81 for the Board; and WHEREAS, City staff has concluded that there is no reason for the Board to have different dates than other City boards and commissions for submitting its documentation to the City Clerk, especially since the CDBG program is now just one source of funding for which the Board makes recommendations, and that being on the same schedule as other boards and commissions would be preferable; and WHEREAS, City staff is recommending that the City Council amend Section 2-146 of the City Code by deleting subsection (c), so that the Board can follow the standard filing deadlines described in Section 2-81. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2.
