SUBJECT
First Reading of Ordinance No. 154, 2021, Appropriating Philanthropic Revenue Received by City Give for FC
Moves for the Safe Routes to School Program.
EXECUTIVE SUMMARY
The purpose of this item is to request an appropriation of $6,000 in philanthropic revenue received by City Give
for FC Moves and its Safe Routes to School Program.
The charitable gifts are received and designated by two community donors: $1,000 received from SCHEELS
and $5,000 received from FoCo Fondo for Safe Routes to School
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The City has a long history of supporting active, healthy transportation choices. As a part of the City’s
commitment to providing innovative, world-class municipal services, the FC Moves Department seeks to
advance mobility solutions that increase walking, bicyclin g, transit use, shared modes, and environmentally
sustainable modes.
SCHEELS, an employee-owned and operated sporting goods retail store located in Johnstown, Colorado,
donates a portion of profits annually to local organizations to create meaningful impa ct, including various
athletic programs for youth, high school, and college-age athletes. SCHEELS has designated its charitable gift
of $1,000 to support the City’s Safe Routes to School program.
FoCo Fondo is a Fort Collins -based event company operated b y co-founders Zack and Whitney Allison, with
a focus on gravel cycling routes that highlight Northern Colorado’s beautiful rural roads and local
businesses.
Since 2018, a portion of FoCo Fondo’s profits has supported after -school and summer programs faci litated
by Safe Routes to School. The after -school programs are free and the summer programs are offered at a
sliding scale, making them accessible to children of all economic levels. FoCo Fondo has designated its
charitable gift of $5,000 to support the C ity’s Safe Routes to School program.
CITY FINANCIAL IMPACTS
This Ordinance will appropriate $6,000 of philanthropic revenue for FC Moves and its Safe Routes to School
program. The funds have been received and accepted per City Give Administrative and Fin ancial Policy.

APPROPRIATING PHILANTHROPIC REVENUE RECEIVED BY CITY GIVE
FOR FC MOVES FOR THE SAFE ROUTES TO SCHOOL
WHEREAS, the City of Fort Collins has a long history of supporting active, healthy
transportation choices; and
WHEREAS, as a part of the City’s commitment to providing innovative, world -class
municipal services, the FC Moves department, housed in the City’s Planning, Development, and
Transportation division, seeks to advance mobility solutions that increase walking, bicycling,
transit use, shared modes, and environmentally sustainable modes; and
WHEREAS, the City’s Safe Routes to School program, operated through FC Moves,
works with strategic partners such as Poudre School District and Bike Fort Collins to increase
the number of students safely walking, bicycling and taking the bus to school; and
WHEREAS, SCHEELS, an employee-owned and operated sporting goods retail store
located in Johnstown, Colorado, donates a portion of profits annually to local organizations to
create meaningful impact, including various athletic programs for youth, high school, and
college-age athletes; and
WHEREAS, SCHEELS has made a charitable gift of $1,000 to City Give to be used for
the City’s Safe Routes to School program; and
WHEREAS, FoCo Fondo is a Fort Collins-based event company operated by co-founders
Zack and Whitney Allison, with a focus on gravel cycling routes that highlight Northern
Colorado’s beautiful rural roads and local businesses; and
WHEREAS, since 2018, FoCo Fondo has donated a portion of its profits to support free
after-school and sliding-scale summer cycling programs facilitated by Safe Routes to School;
and
WHEREAS, FoCo Fondo has made a charitable gift of $5,000 to City Give designated
for the City’s Safe Routes to School program operated through FC Moves; and
WHEREAS, this appropriation benefits the public health, safety and welfare of the
residents of Fort Collins and serves the public purpose of supporting active, healthy, and
environmentally sustainable modes of transportation; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations,
in combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal
year; and

WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Transportation Fund and will not cause the total amount appropriated in the Transportation Fund
to exceed the current estimate of actual and anticipated revenues and all other funds to be
received in that Fund during this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from philanthropic revenue in the
Transportation Fund the sum of SIX THOUSAND DOLLARS ($6,000) for expenditure in the
Transportation Fund for FC Moves for Safe Routes to School.
Introduced, considered favorably on first reading, and ordered published this 16th day of
November, A.D. 2021, and to be presented for final passage on the 7th day of December, A.D.
2021.
