EXECUTIVE SUMMARY The purpose of this item is to appropriate $193,000 in philanthropic revenue received by Ci ty Give for Fort Collins Police Services (FCPS). The T2G Family Foundation designates this gift for the purchase of personal protective equipment for FCPS police officers as a demonstration of appreciation for their sacrifice and service. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BACKGROUND / DISCUSSION Fort Collins Police Services serves our community with an unwavering commitment to public safety, preserving peace, preventing and detecting crime, enforcing laws, and protecting our homes and families. The T2G Family Foundation’s gift is a tangible demonstration of appreciation for the service of over 300 FCPS staff who work with a passion for making Fort Collins a safe community for our residents and families. T he gift underwrites the purchase of personal protective equipment, Angel Armor rifle plates, for all sworn officers. City Give’s transparent, non-partisan governance structure upholds the public’s trust in the City’s ability to honor donor intent and make meaningful investments in our community. Per City Give policy, this generous gift, as all gifts over $25,000 made to the City of Fort Collins, warrants a Gift Agreement, a “best-practices” approach to clarify gift terms, expectations, and to ensure no municipal influence was or will be provided at any time by the City to the donor as consideration for the donation. CITY FINANCIAL IMPACTS This Ordinance will appropriate $193,000 of philanthropic revenue received by City Give for expenditure from the City’s General Fund by Fort Collins Police Services. The funds have been received and accepted per City Give Administrative and Financial Policy. -1- ORDINANCE NO. 152, 2021 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PHILANTHROPIC REVENUE RECEIVED BY CITY GIVE FOR FORT COLLINS POLICE SERVICES TO PURCHASE PERSONAL PROTECTIVE EQUIPMENT FOR ALL SWORN OFFICERS TO SHOW APPRECIATION FOR THEIR SACRIFICE AND SERVICE WHEREAS, Fort Collins Police Services serves our community with an unwavering commitment to public safety, preserving peace, preventing and detecting crime, enforcing laws, and protecting our homes and families; and WHEREAS, the T2G Family Foundation recognizes the sacrifice and service provided by over 300 sworn Fort Collins Police Services Officers who work with a passion for making Fort Collins a safe community for our residents and families; and WHEREAS, the T2G Family Foundation has therefore designated a gift of $193,000, received by City Give for Fort Collins Police Services for the purchase of Angel Armor rifle plate personal protective equipment for all sworn FCPS police officers as a demonstration of appreciation for officers’ sacrifice and service; and WHEREAS, City Give’s transparent, non-partisan governance structure upholds the public’s trust in the City’s ability to honor donor intent and make meaningful investments in our community; and WHEREAS, City Give policy requires all gifts over $25,000 made to the City of Fort Collins to include a Gift Agreement, a “best-practices” approach to clarify gift terms, expectations, and to ensure no municipal influence was or will be provided at any time by the City to the donor as consideration for the donation; and WHEREAS, said Gift Agreement is hereby memorialized in this Ordinance; and WHEREAS, this appropriation benefits the public health, safety and welfare of the residents of Fort Collins and serves the public purpose of providing Angel Armor rifle plate personal protective equipment for all sworn FCPS police officers in order to protect them from gunfire and other kinetic dangers faced in the line of duty while protecting the Fort Collins community; and WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon recommendation of the City Manager, to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations, in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues and all other funds to be received during the fiscal year; and WHEREAS, the Interim City Manager has recommended the appropriation described herein and determined that this appropriation is available and previously unappropriated from the -2- General Fund and will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues and all other funds to be received in that Fund during this fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2. That there is hereby appropriated from philanthropic revenue in the General Fund the sum of ONE HUNDRED NINETY-THREE THOUSAND DOLLARS ($193,000) for expenditure in the General Fund for Fort Collins Police Services to purchase personal protective equipment for the officers in appreciation for officers’ sacrifice and service.
