SUBJECT
First Reading of Ordinance No. 139, 2021, Appropriating Philanthropic Revenue Received Through City Give
for Recreation Income-Qualified Youth Sports Programming and Services.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate $15,000 in philanthropic revenue received through City Give for
Recreation to benefit income-qualified youth sports programming and services.
The charitable gift is received from Adam Snow, of FoCo Snow Charities, to benefit income-qualified youth
sports programming and services. The Recreation Discount Program provides children in our community with
the opportunity to participate in active and healthy recreational sports and activities that their families might
otherwise struggle to afford.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
Steak-Out Saloon is a valued, perennial community giver, with commitments ranging from the annual Steak-
Out Scramble charity golf event to providing free Thanksgiving meals in 2020 to COVID-impacted hospitality
industry workers and anyone else in need.
For over eight years, the Steak-Out Scramble has garnered enthusiastic community engagement as a charity
golf event. This year, over 292 golfers participated in the tournament generating $15,000 in support for the
City’s Recreation Discount Program. The Recreation Discount Program offers eligible households recreation
opportunities with online class registration, unlimited drop-in visits to facilities, and significant discounts on
activity enrollments for twelve months from the date of application approval and pass activation.
In 2019, over 4,000 reduced fee passes were provided to residents with $190,000 budgeted for reduced-fee
youth scholarships and $40,000 budgeted toward the costs of facility visits from reduced-fee pass holders.
CITY FINANCIAL IMPACTS
This Ordinance will appropriate $15,000 of unanticipated philanthropic revenue in the Recreation Fund for the
Recreation Department. The funds have been received and accepted per the City Give Administrative and
Financial Policy.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PHILANTHROPIC REVENUE RECEIVED THROUGH
CITY GIVE FOR RECREATION INCOME-QUALIFIED YOUTH SPORTS
PROGRAMMING AND SERVICES
WHEREAS, City Give has received a generous gift of $15,000 from Adam Snow of
FoCo Snow Charities; and
WHEREAS, the designated purpose of the gift is to fund income-qualified youth sports
programming and services; and
WHEREAS, the City’s Recreation Discount Program provides children in the community
the opportunity to participate in sports and activities that their families might not otherwise be
able to afford; and
WHEREAS, this appropriation benefits the public health, safety, and welfare of the
residents of Fort Collins and serves the public purpose of allowing children in income-qualified
families to participate in City recreational programs and services; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations,
in combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal
year; and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Recreation Fund and will not cause the total amount appropriated in the Recreation Fund to
exceed the current estimate of actual and anticipated revenues and all other funds to be received
in that Fund during this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated philanthropic
revenue in the Recreation Fund the sum of FIFTEEN THOUSAND DOLLARS ($15,000) for
expenditure in the Recreation Fund for Recreation income-qualified youth sports programming
and services.
